Owner's Project Manager, DPW
Job Description:
Administrative, technical and supervisory work with architectural and engineering (A/E), design and construction consultants/contractors, and the staff of the DPW, in planning, design, initiating, organizing, coordinating and managing various public building projects from long term and preliminary needs assessments, including feasibility studies, through design, construction, reconstruction, installation, demolition, maintenance or repair of any building through implementation, operation and maintenance, with primary emphasis in the areas of Town-owned vertical infrastructure management; defines problems and needs, and determines methodologies and action to be taken to deal with them; all other related work as required.
Minimum Qualifications:
Bachelors Degree in architecture or civil engineering, and possess more than seven (7) years of progressively responsible relevant experience in the design, construction and supervision of construction of large complex buildings in Massachusetts; or possess more than fifteen (15) years of progressively responsible relevant experience in the construction and supervision of construction of large complex buildings and projects in Massachusetts.
Additional experience with Construction Manager at Risk projects including, but not limited to, guaranteed maximum price (GMP) negotiations and open book cost review preferred.
Registered as an architect, or professional civil or mechanical engineer, in the Commonwealth of Massachusetts preferred. If not registered as an architect or professional civil engineer, must possess more than fifteen (15) years relevant experience in the design, construction and supervision of construction of large complex buildings and projects in Massachusetts, and be registered as an Unrestricted Construction Supervisor in the Commonwealth of Massachusetts.
Massachusetts Class D driver’s license required.
Additional Qualifications:
Thorough knowledge of the principles and practices of architecture or engineering as it applies to buildings, and of the materials, methods and techniques of public works building construction. Knowledge of Massachusetts and federal rules and regulations governing public building construction. Technical knowledge and experience in design, construction and inspection problems commonly encountered in municipal construction, architectural and building engineering activities. Thorough knowledge of Massachusetts procurement laws, contract administration and project management. Thorough knowledge of capital planning. Working knowledge of computer applications related to architectural and engineering functions.
Proven ability to supervise, manage and plan the construction of large scale complex building and DPW type projects. Ability to interpret and follow engineering and architectural plans. Ability to develop and effectively manage large construction budgets. Ability to conduct cost analyses, value engineering and cost management for large scale construction projects. Ability to prepare comprehensive reports. Ability to prepare and administer grants. Ability to meet and deal appropriately and effectively with a large variety of people. Ability to plan, assign and supervise the work of subordinates; and to evaluate their performance.
Strong communication and presentation skills. Proficiency in the use of computers including word processing, spreadsheets and database.
