Municipal Public Sector Lead, Ecological Services
Municipal & Public Sector Lead – Ecological Services Greater Boston Region | Full-Time | Year-Round
Parterre Ecological Services is seeking a commercially disciplined and operationally grounded leader to oversee and grow our municipal and public-sector portfolio. This role is responsible for government contract pursuit, proposal leadership, personnel supervision, and operational coordination for all public-sector ecological work.
Our municipal portfolio includes Green Infrastructure construction and maintenance, invasive plant management, native planting projects, and other environmentally focused public contracts.
This position requires a leader who understands the complexity of government work and can balance disciplined growth with production realities.
Primary Responsibilities
Government Contract Leadership & Supervision
- Lead and supervise Field Managers, Crew Leads, and Technicians assigned to municipal and public-sector contracts.
- Oversee execution standards and production performance on government projects.
- Ensure compliance with contract requirements and regulatory obligations.
- Provide mentorship and operational direction to public-sector project teams.
Business Development & RFP Management
- Identify and pursue municipal and public-sector opportunities.
- Lead RFP strategy, proposal writing, and contract negotiations.
- Build and maintain strong relationships with municipal stakeholders and partners.
- Improve win rates through disciplined scope review and proposal quality control.
Operational Coordination & Capacity Alignment
- Coordinate closely with regional directors and production leadership to align commitments with available capacity.
- Review scopes and pricing to ensure margin alignment using CPBH or similar production metrics.
- Support smooth project start-up, execution, and closeout processes.
Reporting & Financial Oversight
- Track contract performance, margin health, and compliance documentation.
- Participate in division-wide financial and production reviews.
- Contribute to long-term strategy for public-sector growth.
Qualifications
- 7–12+ years of experience in municipal, public-sector, or environmentally focused construction work.
- Demonstrated experience responding to RFPs and managing government contracts.
- Strong understanding of Green Infrastructure, invasive management, and restoration work.
- National Green Infrastructure Certification Program (NGICP) preferred
- Experience supervising field personnel.
- Strong organizational and documentation skills.
- Operational awareness of field production realities and scheduling constraints.
- Ability to operate within margin and production guardrails.
- Excellent communication and relationship-building skills.
Position Details
- Full-time, year-round salaried position.
- Reports to the Division Director of Ecological Services.
- Based in Greater Boston with coordination from our North Billerica office.
