People & Culture Business Partner (Benefits & Payroll)
Position Summary
The People & Culture Business Partner (PCBP)is responsible for administering and overseeing payroll and employee benefits across Victory Human Services (VHS). This role ensures accurate and timely payroll processing, effective benefits administration, strong customer service to employees, and compliance with federal and state regulations. The PCBP also supports leave administration, onboarding-related benefits tasks, and policy guidance related to compensation, benefits, and payroll.
The ideal candidate brings strong technical expertise, excellent attention to detail, and a commitment to providing responsive, people-centered support within a mission-driven environment.
Core Responsibilities Payroll Administration
● Process and validate payroll for weekly/biweekly pay cycles in partnership with Finance.
● Ensure accurate entry of new hires, rate changes, deductions, leaves, and terminations.
● Review payroll reports, correct discrepancies, and resolve pay-related issues promptly.
● Monitor timekeeping compliance and support managers with approvals, missed punches, and overtime tracking.
● Maintain accurate payroll records and audit for compliance with wage and hour laws.
Benefits Administration
● Serve as the main contact for employees regarding benefits eligibility, enrollment, and plan questions.
● Manage benefit onboarding/offboarding, including new hire enrollment and termination of coverage.
● Coordinate with brokers and benefit carriers to resolve enrollment or claim issues.
● Assist with annual open enrollment planning, communications, system updates, and employee education.
● Maintain accurate benefit deductions, reconcile discrepancies, and ensure timely updates in HRIS/payroll systems.
● Process qualifying life events and ensure required documentation is collected.
Leave Programs & Accommodation Support
● Administer and track FMLA, PFML, personal leaves, and ADA accommodation requests.
● Communicate leave eligibility, required paperwork, and return-to-work steps to employees.
● Coordinate leave-related payroll adjustments and benefit deductions.
● Maintain detailed documentation to ensure compliance with state and federal leave laws.
HR Data, Compliance & Reporting
● Maintain accurate employee information in HR systems related to pay, benefits, and leave.
● Support internal and external audits related to payroll, benefits, and regulatory compliance.
● Ensure adherence to ERISA, ACA, COBRA, HIPAA, and wage and hour regulations.
● Generate reports related to payroll accuracy, benefits enrollment, leave activity, and audit needs.
Employee Support & HR Guidance
● Provide clear, timely, and supportive assistance to employees regarding benefits, pay, and HR policies.
● Offer basic guidance on organizational policies, compensation practices, and benefits usage.
● Escalate complex employee relations or performance issues to the Head of HR as appropriate.
● Support benefit and payroll components of onboarding and offboarding processes.
Required Competencies & Qualifications Education & Experience
● Bachelor’s degree in Human Resources, Business Administration, or related field preferred; equivalent experience considered.
● 3–5 years of HR experience with significant responsibilities in payroll and benefits administration.
● Experience in human services, healthcare, or nonprofit environments preferred.
Skills & Competencies
● Strong technical knowledge of payroll processing and benefit administration.
● Understanding of FMLA, PFML, ERISA, HIPAA, ACA, COBRA, and wage and hour laws.
● High accuracy, attention to detail, and ability to resolve discrepancies quickly.
● Ability to maintain confidentiality and handle sensitive information professionally.
● Excellent communication and customer service skills.
● Proficiency with HRIS, timekeeping, and payroll systems.

This position offers a competitive salary range of $70,000 - $80,000, based on experience.
