Deputy Director of Administration

Job SummaryThe role encompasses a blend of strategic and tactical activities that are critical to ensure the smooth operation of the Operations Planning, Scheduling & Strategy business unit. This business unit is responsible for Service Planning & Scheduling, Transit Priority, Operations Analysis, and Operational Improvement (via the Lean Strategy team and Workforce Modernization Program). This strategic position focuses on ensuring that the business unit is run smoothly and effectively and achieving its goals as relate to service delivery and bus transformation. This position is also:
- Responsible for building strong, trusting partnerships across the organization.
- Responsible for handling internal communications as well as executive representation of the business unit to external parties including but not limited to community groups, municipal partners, and private entities.
- Responsible for supporting efficient prioritization and decision-making and managing multiple projects organization wide.
- Support the management and delivery of effective, on-time completion of departmental and functional key initiatives, programs and policies, including, but not limited to, those related to Workforce Modernization, Bus Network Redesign, Transit Priority, and Bus Transformation.
- Manage workflow of section staff to improve service delivery and provide measurable result, including the design and implementation of consistent, repeatable processes to improve information flow and decision-making.
- Oversee operations, communications, and administration for the Chief of Operations Strategy, Policy and Oversight, including budget, facilities, and technology needs.
- Coordinate human resources processes, including hiring, on-boarding, leave management, and learning and development.
- Represent the Chief of Operations Strategy, Policy & Oversight to internal and external stakeholders, including elected officials, other state agencies, and non-governmental organizations.
- Assist in the research, development, and drafting of policies and design standards related to service delivery and bus transformation.
- Prepare correspondence, reports, funding requests, charts and presentations utilizing Microsoft Word, Excel, and PowerPoint.
- Support and participate in initiatives to improve organizational performance and effectiveness.
- Develop, manage, and advance effective relationships and partnerships with internal and external stakeholders to support enhanced service delivery.
- Attend and participate in public meetings, often occurring in evenings after regular work hours.

- A bachelor's degree from an accredited institution.
- Minimum five (5) years' experience in roles related to administration, project or program management, policy development, preferably in a large or complex organization.
- Two (2) years leadership experience managing people and/or large projects.
- Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
- Experience and demonstrated results in partnering with an executive team to drive organizational change.
- Excellent communication, analytical, and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
- Strong analytical and problem-solving skills; ability to understand, interpret, and present data.
- Demonstrated proficiency in Microsoft Excel, Word, and PowerPoint.
- Demonstrated data-driven decision-making skills and a willingness to make test-and-learn hypotheses.
- Effective organizational, analytical, confidentiality, quantitative, writing, multi-tasking, and time management skills.
- Demonstrated ability to communicate and present effectively to a diverse group of stakeholders and customers.
- Experience packaging and communicating complex projects for executive board-level presentations.
- Demonstrated ability to think strategically and work in a team environment.
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement
- A master's degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience
- Experience in the public sector and/or the transportation industry.
- Experience with process improvement and/or change management.

- Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection)
- Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
