Deputy Chief of Investigations
The Bureau of Health Professions Licensure (BHPL), part of the Massachusetts Department of Public Health (DPH), is seeking a strategic leader to serve as Deputy Chief of Investigations . This essential leadership role focuses on protecting the public by helping guide a high-impact investigative and inspection program that supports 22 professional health and human services licensing boards whose licensees interact with millions of people every day. Working closely with the Chief of Investigations, this role ensures the smooth daily operation of a complex investigations unit, balancing strategic oversight with hands-on expertise. The position offers the opportunity to influence enforcement priorities, shape investigative policy, and ensure that the most serious and time-sensitive matters are addressed efficiently and fairly across a wide range of regulated professions.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Provide strategic and operational leadership for the Investigations Unit, ensuring effective daily oversight of investigative and inspection activities across all supported boards.
- Administer and maintain the unit’s complaint intake, case management, and tracking systems to ensure timely and consistent case progression.
- Assign, supervise, and review investigations and inspections, with particular responsibility for matters involving commercial boards and high-risk cases.
- Ensure alignment with Bureau enforcement priorities by expediting serious, complex, or high-impact cases and balancing investigative resources and caseloads.
- Conduct or complete high-priority investigations as needed to support operational efficiency and maintain workload manageability.
- Evaluate investigative and inspection policies and recommend program improvements and long-range initiatives to support organizational growth and public protection goals.
- Oversee the Inspection Program, including development of inspection policies and performance measures that promote health care quality, compliance, and public safety.
- Represent the Enforcement Division at board meetings and in policy discussions to ensure appropriate deployment of personnel and resources.
- Ensure investigators are properly trained, equipped, and compliant with investigative standards, safety protocols, ethics requirements, public records law, and administrative procedures.
- Provide guidance and technical expertise on investigative planning, legal and procedural questions, and priority-based case management.
- Coordinate with board counsel, prosecutors, and external partners to monitor case status, promote interagency collaboration, and ensure efficient use of enforcement resources.
- Manage and support investigative staff through performance oversight, workforce planning, hiring and labor-related input, outreach efforts, and public-facing education regarding the Bureau’s mission and enforcement role.
Preferred Qualifications:
- Demonstrated excellence in written communication, investigative analysis, and professional judgment, with the ability to produce clear, accurate, and well-supported work products.
- Significant experience in administrative law, regulatory enforcement, and compliance, supported by extensive management experience in state, local, or federal government; knowledge of health care regulatory boards is beneficial.
- Proven supervisory and leadership experience, including the ability to manage teams effectively and lead in high-stress or time-sensitive environments.
- Strong interpersonal, customer service, and collaboration skills, with the ability to communicate effectively with internal staff, boards, stakeholders, and the public.
- Advanced planning, critical thinking, research, and organizational skills, with familiarity in investigative, inspectional, and prosecutorial methods and processes.
- Ability to work independently while managing competing priorities, coupled with proficiency in standard business software such as Microsoft Word, Excel, and Adobe.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
