Assistant Director of Women and Family Services

The Department of Public Health’s (DPH) Bureau of Substance Addiction Services (BSAS) is seeking a dynamic applicant to fill the role of Assistant Director of Women and Family Services. The Assistant Director of Women and Family Services, under the supervision of the Director of Women and Family Services, will assist in managing, planning, and supporting the implementation of all Bureau activities related to the provision of services for women and families impacted by substance use disorder and will intersect and collaborate with other DPH efforts related to women and families.

This position will represent BSAS and will collaborate with other state agencies and community health providers to increase efficiencies of best practices between systems, and for policy formulating and BSAS practice in policy determining. This position will supervise the Women’s Services Coordinator who will assist in providing guidance to BSAS contracted providers and other functions related to the improvement of the service and recovery system. The Assistant Director will provide policy determining to leadership in the development of gender-responsive, family-centered, strength-based and trauma responsive women and family services that are reflective of the Bureau’s commitment to racial equity. This position will include contract management of the Bureau’s women and family capacity building vendor and review of data collection and evaluation efforts in addition to other projects and assignments.

The Assistant Director will be expected to provide policy guidance and expertise to the Bureau on related projects such as service and workforce capacity building, support with developing Substance Addiction Prevention and Treatment (SAPT) Block Grant goals, providing input into Requests for Response (RFR’s), reviewing proposals, and responding to requests for information, and other related BSAS Women’s Service System matters.-Support with development and implementation of best practices for working with women, children, and families with substance use disorders (SUDs) across the treatment and recovery continuum.


Duties and Responsibilities (these duties are a general summary and are not all inclusive):

  • Oversee the policy development and implementation of best practices for working with women, children, and families with SUDs across the treatment and recovery continuum including: providing consultation on best practices and quality improvement strategies of women and family services with regional managers including Family Residential Treatment, Family Supportive Housing, and Women’s Residential Treatment, and other service types that provide treatment for women and families.
  • Facilitate integration and cross-systems improvements with organizations that intersect with the issues of interpersonal and domestic violence, commercial sexual exploitation, access to women’s healthcare services, substance exposed newborns, housing and homelessness, employment, and other social determinants of health and wellbeing as they relate to women and families with SUDs.
  • Provide leadership in the policy development and implementation of grants and special projects relating to women, children, and families.
  • Oversee the planning and performance measures for Block and SOR Grant requirements for pregnant and parenting women in SUD treatment.
  • Support overseeing and reviewing women and family services data in collaboration with Office of Statistics and Evaluation.
  • Guide and support efforts to build the Perinatal Peer Recovery Workforce that specializes in the needs of women and families including capacity building around parenting supports and home visiting initiatives in partnership with BFHN.
  • Provide leadership in the development of gender-responsive, family-centered, strength-based and trauma-informed women and family services that are reflective of the Bureau’s commitment to racial equity.
  • Contract management of the Bureau’s women and family capacity building vendor.
  • Supervise the Women and Family Services Program Coordinator and other women’s services staff as hired
  • Assist with RFR writing and review process.
  • Assist with compilation of reports on BSAS updates, activities, and accomplishments.
  • Support the development of new program models, as needed, including drafting policies, standards, guidelines, RFRs and other related planning documents.
  • Respond to external requests for information.


Preferred Qualifications:

  • Ability to represent BSAS at state and national meetings.
  • Capacity to represent BSAS at grant meetings and support overseeing contracts.
  • Ability to represent BSAS and collaborate with other Bureaus within DPH, other departments within the Executive Office of Health and Human Services, and with MassHealth to ensure access to a continuum of evidence-based and effective services for women across the lifespan as well as parents and families affected by SUDs.
  • Ability to present at conferences and workshops related to women, children and family issues.

Qualifications


MINIMUM ENTRANCE REQUIREMENTS:


Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.


Substitutions:


I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.


II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.


III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.


IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.


Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
