Annual Salary Range: $88,089.97 - $97,234.87 (FY24)

Statement of Duties :

The Public Health Nurse promotes protection of public health by providing nursing, public health clinical services and administrative oversite for City Health programs.

Essential Functions:

  • Responsible for implementing public health initiatives and managing communicable disease surveillance; inputs and manages all data using the DPH-MAVEN software platform;
  • Investigates cases of epidemic or reportable diseases, obtains cultures and specimens, arranges for medical and social referrals;
  • Maintains medical case histories on all patients served; assists in conducting medical examinations, collects specimens, monitors results, consults with physicians, and assists with prescribed medication;
  • Handles all case management including DOT, managing medications, appointments, follow up care, scheduling, documentation, conducts screening of immigrants, reporting to the State, etc.;
  • Visits and schedules homes and outpatient clinics for communicable disease investigation and surveillance;
  • Oversee the day-to-day operation of the City’s health clinic including vaccine storage and oversees distribution of vaccine to area medical providers;
  • Oversees school immunization administration including preparing and reporting state required documentation in the MIIS system, and retention of records per state law;
  • Provides well child clinics consisting of childhood immunizations, screening and counseling, referrals for school age children;
  • Screen children for the prevention of blood lead poisoning and provides family counseling;
  • Assists the Board of Health in developing policy and procedures for mass immunization clinics; grant programs, medical reserve corps volunteer program recruitment; isolation and quarantine, and emergency preparedness planning;
  • Supervises grant funded employees;
  • Assists with provision of the vaccine and immunization program including maintaining temp logs;
  • Manages the vaccine inventory, orders vaccine, completes reports; MA MIIS platform
  • Assists walk in patients; answers telephone calls and emails and provides information referrals and makes appointments;
  • Administer TB skin testing to high-risk population, assess results, provide teaching, report (+) result to MADPH via the MAVEN platform as required, refer to appropriate TB clinic, and provide follow up support as needed. Orders and maintains TB testing solution and supplies;

Essential Functions Continued:

  • Assists the Board of Health in developing policy and procedures for mass immunization clinics, grant programs medical reserve corps volunteer program recruitment, isolation and quarantine, and emergency preparedness training;
  • Attends and completes MADPH annual training as required for the MIIS and MAVEN platform;
  • Performs similar or related work as required, directed, or situation dictates. Regular attendance at the workplace is required.

Supervision Required : Works under direction of the Director of Health & Human Services. Employee expected to determine own work plan and procedures independently with little or no direct supervision.

Supervisory Responsibility : Part-time Nurse.

Confidentiality : The employee has access to confidential information such as department and health records, which must be maintained in accordance with the State Public Records Law and HIPPA regulations.

Accountability : Work affects the accuracy, reliability, and acceptability of department services, and affects the work of other departments and employees. Consequences of errors, missed deadlines or poor judgment may include adverse customer relations, personal injury, monetary loss or delay or loss of service.

Judgment : Employee is expected to use sound judgment in selecting the most appropriate procedure or method to apply in a particular situation.

Complexity : The work consists of a variety of duties which generally follow standardized practices, procedures, regulations or guidelines. The sequence of work and/or the procedures followed vary according to the nature of the transaction and/or the information involved, or sought, in a particular situation.

Nature and Purpose of Public Contact : Frequent contact with co-workers, City boards and commissions and the public involving frequent explanation, discussion or interpretation of practices, procedures, regulations or guidelines in order to render service, plan or coordinate work efforts, administer medical services, or resolve operating problems. Other regular contacts are with representatives of other departments, hospitals, clinics, schools, vendors or state and federal agencies. Employees are expected to act with courtesy, tact, and diplomacy in working with others and resolving complaints.

Recommended Minimum Qualifications:

Education and Experience: Bachelor's Degree in Nursing; a least three (3) years of nursing experience.

Special Requirements: Registered Nurse, CPR Certification, Complete educational requirements to maintain Nursing License, Valid Driver’s License.

Knowledge, Abilities and Skill:

Knowledge: Knowledge of Microsoft Office, excellent computer skills and the ability to navigate and utilize department specific software systems. Knowledge of nursing equipment and proper disposal of medical materials or waste.

Abilities: Team-orientated problem solver with excellent communication skills with ability to solve difficult technical problems individually and work cooperatively in a team approach with all branches of state and local government, medical providers and vendors. Ability to balance and prioritize multiple assignments and situations.

Skills: Must be highly motivated with supervisory experience. Must exercise effective communication skills and be able to communicate in a productive manner with the public as well as to interact with all Departments and Boards, other medical providers, state and federal agencies. Multilingual skills preferred but not required

Work Environment : Work environment is typical of a professional office, involving moderate noise levels and frequent interruptions by customers and phone calls. Environment involves everyday risks which require normal safety precautions typical of offices as well as personal risk due to provision of medical services.

Physical and Mental Requirements

Physical Demands:Work principally involves sitting and walking to perform work tasks, with intermittent periods of stooping, and standing. Must be able to sustain moderate physical activities for extended periods of time. The employee is occasionally required to lift objects such as books, office equipment, file boxes and computer paper.

Motor Skills: Duties are largely mental rather than physical, but the job may occasionally require the application of basic motor skills for activities such as moving objects, operating a telephone system, computer and/or most other office equipment, filing, and sorting of papers.

Visual Demands: The employee is required to constantly read documents and reports for general understanding. The employee may be required to review non-written materials or to determine color differences.
