Salary Range: $80,000 - $90,000 (this salary is non-negotiable)

We are seeking a dynamic and experienced leader to serve as Residential Services Director (RSD) and oversee the quality and regulatory compliance of our DDS residential programs.
Position Summary
The Residential Services Director (RSD) provides strategic, operational, and regulatory leadership for Victory Human Services’ residential programs serving individuals with intellectual and developmental disabilities.
The RSD ensures that all residential programs operate in full compliance with regulations established by the Massachusetts Department of Developmental Services while maintaining the highest standards of person-centered care, health and safety, and program quality.
This role provides leadership and supervision to Program Managers and residential teams while supporting the organization’s broader mission of delivering high-quality, compassionate services that promote independence, dignity, and community inclusion.
Key Responsibilities
Program Leadership
- Provide direct supervision and support to Program Managers overseeing residential programs
- Ensure consistent implementation of person-centered support across all residential homes
- Monitor program operations to ensure quality services and safe living environments for individuals served
Regulatory Compliance
- Ensure all residential programs comply with DDS licensing and regulatory requirements
- Prepare programs for licensing reviews, inspections, and regulatory audits
- Monitor incident reporting and ensure timely follow-up on all reportable events
Operational Oversight
Oversee daily operations of residential programs
- Monitor staffing patterns and ensure adequate coverage and supervision
- Support Program Managers in addressing operational challenges and staff performance
Quality Assurance & Program Improvement
- Partner with the Division of Organizational Excellence to support program quality initiatives
- Monitor service documentation, Individual Support Plans (ISPs), and program outcomes
- Support implementation of best practices in developmental disability services
Fiscal Responsibility
Collaborate with Finance to monitor program budgets and expenditures
- Support responsible use of program resources
- Identify opportunities to improve operational efficiency
Leadership & Collaboration
- Participate in organizational leadership meetings and strategic planning initiatives
- Collaborate with People & Culture, Finance, and Compliance teams to support program success
- Foster a professional culture of accountability, respect, and teamwork
Qualifications
Education
- Master’s degree in one of the following preferred:
- Human Services
- Social Work
- Psychology
- Healthcare Administration
- Public Administration
Related field
Bachelor’s degree with significant leadership experience may be considered.
Experience
- Minimum 7 years of experience in developmental disability or human services programs
- Minimum 3–5 years of supervisory or leadership experience overseeing residential or community-based programs
- Strong knowledge of DDS regulations and residential licensing requirements
Required Skills

- Commitment to person-centered service delivery
Additional Requirements
- Valid Massachusetts driver’s license
- Reliable transportation for site visits
- Successful CORI and background checks
- Ability to travel between residential program locations
