Associate Director of Treasury

Overview

Reporting to the Director of Treasury, the Associate Director of Treasury will assist in overseeing DFCI’s treasury function. This individual will interface with the department of accounting, budget, accounts payable, special funds, payroll, and financial planning. The Associate Director will also assist the Director of Treasury in long-term capital planning and the Institute’s $3-4 billion investment program.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Oversee all aspects of cash and liquidity management, treasury management system (Kyriba), banking relationships, bank service fees, and general operations.
  • Manage debt issuance due diligence, analytics related to refunding and line of credit renewals, assuring an appropriate level of funding and competitive pricing.
  • Develop, refine and maintain a cash forecasting model to anticipate and manage daily cash balances and to identify long term cash requirements.
  • Ensure ongoing compliance with debt covenants, quarterly and year end reporting; Calculate and analyze financial covenant requirements, prepare quarterly and annual reports and certificates for public disclosure as required by the Continuing Disclosure Agreement.
  • Ensure compliance with internal controls, policies and procedures in day-to-day conduct and supervision of cash management and investment activities.
  • Oversee the Institute’s $3-4 billion Investment portfolio by acting on the Investment Committee decisions ranging from reviewing Investment Committee quarterly meeting minutes for directives, tracking the portfolio rebalancing and new investments, monitoring portfolio fund returns for any large variations.
  • Lead the audit process of the Institute’s debt and investments; Develop and analyze complex investments and debt schedules for interim and annual external audits; Work with rating agencies and senior executives to facilitate annual rating review of the Institute.
  • Lead the budget and multi-year financial plan process relative to debt, leases and investments.
  • Manage and support strategic Treasury initiatives; provide analysis for strategic projects for executives, senior management regarding cash, liquidity, debt and investment, and present to senior management and various committees.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Advanced knowledge of accounting for treasury related areas with knowledge of not-for-profit accounting.
  • Strong technical and professional accounting skills.
  • Strong communication skills to instruct, train and develop staff and to present oral and written reports to Senior Management and other management personnel.
  • Strong analytical and problem-solving skills.
  • Ability to plan, manage and establish a sense of teamwork in his/her areas of responsibility
  • Ability to develop financial and other operational systems to accurately control institutional activities
  • Ability to work and communicate effectively with all levels of management within the Institute
  • Ability to prepare and evaluate Requests for Proposals and negotiate terms of contracts and fees for services.
  • Ability to represent DFCI effectively with high level external professionals, such as investment managers, investment bankers, and officials from rating agencies.

MINIMUM JOB QUALIFICATIONS:

  • Bachelor's degree in Business, Accounting or Finance required.
  • Master's degree preferred.
  • 6+ years of experience in a financial or related field required.
  • 3 years of management experience required.
  • 10 years of experience in a financial or related field preferred.
  • 3 years of increasing responsibility in treasury management across all areas of treasury functions, preferably in a not-for-profit preferred.

License/Certification/Registration Required:

  • CPA, CFA preferred.

SUPERVISORY RESPONSIBILITIES:

  • 1 Senior Investment and Debt Analyst & 1 Principal Treasury Analyst.

Pay Transparency Statement

The hiring range is based on market pay structures, with individual salaries determined by factors such as business needs, market conditions, internal equity, and based on the candidate’s relevant experience, skills and qualifications.

For union positions, the pay range is determined by the Collective Bargaining Agreement (CBA).
