Job Description

Working under the supervision of the Director of Policy, Planning, and Analysis, the Manager of Rates & Markets will assist the Director and the Deputy Director in the coordination and management of the Division and in the development and analysis of policy for the Department of Energy Resources (DOER).

The Manager will complete policy analysis and policy coordination for major initiatives related to electric and gas rates, gas and electric utility system planning and investment, and wholesale and retail energy market matters. The Manager will be required to develop and present policy development and analysis to the Commissioner, the Undersecretaries, and the Secretary. Policy topics will include retail electricity and gas rate design including time-varying rates, gas system planning for the clean energy transition, regional energy markets and supply, and equity and environmental justice. Coordination of these policy areas will also require working with the External Affairs Manager, Government Affairs Manager, and Secretariat communications and legislative directors to develop language for public and legislative use.

The Manager will supervise approximately 3-4 members of the Division, subject to change depending on operational needs and team size. Additionally, the Manager will, independent from the Director, define and lead policy investigations and projects with staff within the Division and from other Divisions. The Manager will work with the Director to ensure that there is consistent policy within the Division.


Responsibilities:

  • Supervise 3-4 members of the Division, including defining work products and timelines and foster an inclusive and collaborative culture.

  • Lead policy investigations that pertain to rates and markets.

  • Lead and coordinate major policy initiatives such as electric and gas rate redesign and gas-electric planning.

  • Lead DOER intervention in dockets before the Department of Public Utilities regarding electric and gas base distribution rate cases and performance-based ratemaking plans and other utility investment and planning proceedings.

  • Coordinate and supervise data collection, analysis, and DOER publications regarding wholesale energy supply, electric and gas supply, and retail rates.

  • Understand comprehensive policy development and identify areas for policy development, including having knowledge in policy areas in other divisions including energy efficiency, renewables, and legal.

  • Meet with external stakeholders including electric and gas utility companies, the Attorney General's Office, and non-profit stakeholders.

  • Manage consultants on project work, including developing and supervising scopes of work and managing budgets.

  • Develop projects based on policy priorities, develop project management structures, assign staff to complete analysis, and lead project teams, making decisions on project progress and assignment of tasks.

  • Work with the Communications, Legislative, and Legal staff to be responsive to information requests and the drafting language for public and legislative use.

  • Identify issues to bring to senior management and the Commissioner.

  • Participate in and occasionally lead Policy, Planning, and Analysis Team meetings and represent the Division as needed in internal and external meetings and conferences.


Preferred Qualifications:

  • Knowledge of decarbonization strategies, policy development, electric and gas rates, and federal and state energy markets.

  • Experience in clean energy policy.

  • Experience analyzing data and presenting results with proficiency in Microsoft Office (including Excel, PowerPoint, and Word).

  • Experience managing complex projects that involve multiple partners and stakeholders.

  • Strong organizational skills, attention to detail, and accuracy in reporting.

  • Ability to manage complex projects from concept to implementation, creatively solve problems, and work in a fast-paced environment.

  • Strong verbal and written communications skills.

  • Experience fostering diversity and inclusion within teams.

  • Experience facilitating teams and supervising staff.

  • Working knowledge and interest in decarbonization and state government, strength in project management.

  • A strong candidate would be inquisitive, conscientious, and an effective problem solver.

Qualifications


MINIMUM ENTRANCE REQUIREMENTS:


Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.


Substitutions:


I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.


II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.


III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.


IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
