Water Systems Analyst

DUTIES

The Water Systems Analyst is responsible for supporting the daily operations of the utility billing division through account maintenance, billing analysis, customer account research, and records management. The employee performs a variety of technical and. administrative duties to help ensure the accuracy and integrity of utility billing accounts, meter data, billing records, and related system information. The Water Systems Analyst works collaboratively with billing staff, customer service representatives, field personnel, and other departments to resolve account discrepancies, process adjustments, and maintain accurate customer and consumption records. Employee is required to perform all similar or related duties.

  1. Assists with account management of 17,000 water accounts for the City of Somerville.
  2. Assists in ensuring accuracy for each district mailer, analyzes and audits all the operations of the billing process.
  3. Provides assistance to customers with billing questions.
  4. Researches and reconciles customer accounts for abatements or refunds on a daily basis.
  5. Helps to establish all new accounts and update the database regularly.
  6. Processes Final Water bills daily.
  7. Runs reports for end of month procedures.
  8. Monitors Waterscope reports.
  9. Monitors meter readers accountability on a daily basis.
  10. Aids customers with billing questions.
  11. Assists with backflow prevention/cross control billing and invoicing
  12. Performs billing and administrative projects as needed.
  13. Other duties as assigned.

QUALIFICATIONS

Associate's degree preferred with three to five (3-5} years related work experience in the accounting/bookkeeping field; or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Knowledge, Abilities, and Skill

Knowledge: Thorough working knowledge of office procedures and machines; some knowledge of municipal government.

Ability: Ability to meet and deal with the public effectively and appropriately; ability to handle problems and emergencies effectively; ability to communicate clearly, both orally and in writing; ability to operate a computer; ability to maintain confidential information; ability to maintain, manage, and organize records; ability to deal appropriately with City employees, City officials and the general public.

Skill: Excellent organizational skills; excellent data processing skill in the use of personal computers and office software including word processing, data base and spreadsheet applications. Extensive customer skills.

Physical Skills

Little or no physical demands are required to perform the work. Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing. There may also be some occasional lifting of objects such as books, office equipment and computer paper (up to 30 lbs.)

Motor Skills

Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination. Examples include stenography, operating a Dictaphone, using power tools or climbing a ladder.

Visual Skills

Visual demands include constantly reading documents for general understanding and for analytical purposes and routinely reviewing reports and spread sheets.
