Job Summary
We are seeking an experienced Senior Business Analyst to support business process analysis, requirements gathering, stakeholder engagement, user acceptance testing, training, and change management activities for a municipal finance modernization initiative.
This role will serve as the primary liaison between business stakeholders and technical implementation teams, ensuring operational requirements are accurately translated into functional specifications and technology solutions. The successful candidate will possess strong experience analyzing financial, insurance, procurement, accounts payable, audit, or administrative workflows and supporting enterprise technology implementations.
The ideal candidate will have experience facilitating process discovery sessions, documenting business requirements, supporting system testing, and driving organizational adoption of new business processes and technologies.
Responsibilities
- Conduct stakeholder interviews, workshops, and process discovery sessions to document current-state and future-state business processes.
- Analyze financial, insurance, procurement, accounts payable, audit, and administrative workflows to identify opportunities for process improvement and automation.
- Develop process maps, workflow diagrams, business requirements documents, functional specifications, use cases, and acceptance criteria.
- Collaborate with technical teams to translate business requirements into system and process solutions.
- Define business rules, validation requirements, exception handling processes, and workflow requirements.
- Support the design and implementation of business process automation initiatives.
- Develop and execute User Acceptance Testing (UAT) plans, test scripts, and validation activities.
- Coordinate stakeholder participation in testing activities and document testing outcomes.
- Serve as the primary point of contact for business users during implementation, testing, and deployment phases.
- Develop training materials, user guides, standard operating procedures, and knowledge transfer documentation.
- Deliver end-user training and support organizational change management activities.
- Monitor solution adoption and identify opportunities for process optimization and continuous improvement.
- Facilitate communication between business stakeholders, project teams, and leadership throughout the project lifecycle.
- Participate in periodic on-site meetings and stakeholder engagement activities as required.
Required Qualifications
- Bachelor's degree in Business Administration, Finance, Public Administration, Information Systems, or a related field; equivalent combination of education and relevant experience may be considered.
- Minimum three (3) years of business analysis experience supporting technology implementation, business transformation, process improvement, or automation initiatives.
- Experience conducting stakeholder interviews, process discovery sessions, workflow analysis, and business process documentation.
- Experience developing business requirements documents, functional specifications, use cases, workflow diagrams, and user acceptance testing materials.
- Experience supporting enterprise software implementations, workflow automation projects, ERP systems, or business process improvement initiatives.
- Familiarity with financial operations, accounts payable, invoice processing, procurement, audit support, insurance administration, or related business functions.
- Experience supporting end-user training, change management, and user adoption activities.
- Strong analytical, facilitation, communication, and documentation skills.
Preferred Qualifications
- Experience supporting municipal, county, state, or federal government organizations.
- Experience working with finance departments, procurement organizations, insurance administration teams, or audit functions.
- Experience analyzing or supporting invoice processing, insurance reconciliation, benefits administration, or accounts payable workflows.
- Experience with Tyler Technologies Munis or similar ERP platforms.
- Familiarity with municipal financial operations and public-sector business processes.
- Experience supporting business process automation, intelligent document processing, or workflow modernization initiatives.
- Knowledge of financial controls, reconciliation processes, and audit preparation activities.
