Director of Fiscal Management
The Executive Office of Aging & Independence (AGE) is seeking a highly motivated and independent individual to join our finance team as the Director of Fiscal Management. The Director of Fiscal Management is responsible for providing leadership, coordination and oversight of AGE's "procure to pay" pipeline, including all procurement, contracting, accounting and accounts payable processes. The Director of Fiscal Management oversees the daily operations related to AGE's accounting, contracting, and procurement functions. The role will serve as AGE’s Chief Procurement Officer, MMARS Liaison, and GAAP Liaison; in addition, the incumbent holds Department Head Signature Authority on behalf of AGE and authorizes contracts and other financial transactions, as appropriate. The Director of Financial Management is responsible for updating processes to take advantage of the newest technologies and fiscal management best practices. The incumbent ensures compliance with the relevant requirements and guidelines of the Office of the State Comptroller, Executive Office for Administration and Finance, federal oversight agencies, and relevant regulations and laws. This role will manage a team of 6 employees varying from Accounts Payable and Contract Specialists.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
Contracting responsibilities
- Oversee the timely and accurate production and execution of contract documents; ensure all contract documents and supporting files are maintained and stored according to state finance law; provide final internal approval on contract documents and encumbrances for transactions under the agency’s delegation amount; collaborate with internal and external stakeholders to ensure that all contract documents contain the necessary provisions, requirements, and information to comply with state finance law, oversight agency requirements, and federal grantor requirements; lead maintenance of the agency’s federal Cost Allocation Plan; review and submit indirect costs to the Office of the State Comptroller for processing; reconcile indirect costs charged to agency appropriations.
Accounting responsibilities
- Ensure that encumbrances are established correctly with the appropriate account elements, according to internal budget plans and Office of the State Comptroller requirements; oversee and submit required accounting transactions such as journal entries, encumbrance corrections, and ISA management/child account creation; oversee the monthly reconciliation process for all state and federal appropriations; ensure accurate provision of encumbrance data for invoice setup in the agency’s E-Invoicing IT system; assist with approving invoices received through E-Invoicing, as well as manually submitted invoices; oversee the reconciliation and audit process for the agency’s Purchasing Card program.
Procurement responsibilities
- Serving as AGE Chief Procurement Officer, the Director of Fiscal Management provides oversight of the the procurement of POS contracts and other goods and commodities, including management and/or active participation in all procurement phases; advise on the development of scopes of work, procurement and contract requirements, and procurement strategy; analyze operational needs and recommend changes to improve the effectiveness and efficiency of the procurement, contracting, and accounting operations.
Federal grants management responsibilities
- Prepare required financial documentation for grant applications; ensure new federal grants are accurately established in MMARS; monitor federal grant drawdowns to ensure that revenue is accurately recorded on agency appropriations; collaborate with the Office of the State Comptroller to resolve drawdown errors and initial manual draws as necessary; oversee the production of federal financial reports for all grants, including reviewing and certifying reports in certain federal grant IT systems; collaborate with the Chief Financial Officer and Budget Director to determine available cash flow for federal grants, and determine the amount of funding available to issue in contracts.
External Vendor and AGE program support
- Working closely with the AGE Budget Director and CFO, the Director of Financial Management will provide monthly and quarterly spending reports and on-going support to all external vendors and AGE programs
Preferred Qualifications:
- Certified Public Accountant or Master’s Degree in Accounting, Finance, Public Administration, or Business Administration preferred
- Knowledge and understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA).
- Knowledge of organizational development techniques, principles and methods
- Familiarity with the principles and practices of financial management, including financial analysis budgeting, forecasting, information recording and processing as it relates to human service programs.
- Thoroughness, independence, and excellent written and oral communication skills.
- Prior experience working with MOSAIC and the Commonwealth Information Warehouse.
- Understanding of federal and state financial regulations.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
