Senior Project Coordinator

Job Summary The Senior Project Coordinator will report to the Manager of Professional Services. The Senior Project Coordinator will assist in the proper administration of the Authority’s Procurement (advertisement through negotiation) and Contract Administration (contract award through closeout). In addition, the Senior Project Coordinator will assist in updating MBTA-related policies and procedures based on Federal Transit Administration (FTA) Regulations and Best Practices as well as State Procurement Laws. Duties & Responsibilities- Assist in the procurement of contracts.
- Advertise contracts through third-party channels and on the MBTA website.
- Assist in preparing RFQ/RFP and write contract letters and other communications and notices to Consultants.
- Analyze contracts to ensure compliance with state and federal laws and regulations.
- Create and maintain procurement and contract tracking database and ensure that all records are accurate and up to date.
- Assist in organizing award authorization documentation.
- Utilize and maintain Project Management Information Systems (PMIS), and Capital Management System (CMS) for tracking and preparing of contracts.
- Assist in the delivery of Professional Services projects in accordance with MBTA policies and procedures as stipulated in the Project Manager's Manual; Project Controls Manual; Quality Assurance Manual; Contract Administration Policies and Procedures; MBTA Directives published on the MBTA Web Page or provided directly by the Authority.
- Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft Word, Excel, Database, and PowerPoint.
- Assist in the processing of Contract amendments, Task Orders, and other contract actions.
- Assist in the development of SOPs and Capital Programs procedures manuals.
- Coordinate tasks with Capital Programs personnel, including contract administration staff and other project coordinators, as required.
- Coordinate tasks with other Departments, as required.
- Maintain a central filing system for all projects and ensure all records are accurate and up to date.
- Assist in Federal, State, and Agency Audits.
- Work independently in addressing tasks in a time-sensitive environment.
- Follow up on actions required for task completion while seeking guidance as necessary. Respond to each inquiry, whether from a customer, vendor, or co-worker in a professional and courteous manner.

- A Bachelor's degree from an accredited institution.
- Five (5) years of experience in project coordination and administration.
- Proficiency with Microsoft Word, Excel, Database, and PowerPoint.
- Self-starter with the ability to work productively independently and as part of a team.
- Excellent organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills.
- Ability to effectively communicate with customers, employees, and vendors.
- A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.
- An associate’s degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.
- A master’s degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
- A Bachelor's Degree in Engineering, Construction Management, Architecture or Business Administration from an accredited institution.
- Experience in contract administration.
- Experience providing project support in a transit and/or construction procurement environment.
- Working knowledge of procurement, contracts, accounting principles, and finance.
- Working knowledge in Project Management Software: Capital Management Systems (CMS) Project Management Information Systems (PMIS), and People Soft (FMIS).
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences.
- Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
- Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
- Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
- Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
- Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting pre-employment screenings / pre-boarding, working in their positions, and throughout the duration of their program.
