Assistant Building Maintenance Supervisor - Public Buildings - AFSCME 2443 Department ONLY
Job Description
Primary Purpose
Under the direction of the Building Maintenance Supervisor, the Assistant Building Maintenance Supervisor is responsible for assisting with planning and overseeing the day-to-day supervision of all Public Buildings Department Custodians and acts as the point of contact for all Public Buildings Craftspeople in the absence of the Building Maintenance Supervisor. Work includes assisting in the management of the alteration, maintenance and repair of all City and School Buildings, performs all other duties as directed and required
Supervision
Scope and Judgment : Performs professional supervisory duties requiring judgment and initiative to analyze, solve problems and make decisions based on departmental and city policies and procedures. Exercises considerable judgment and initiative in performing duties.
Supervision Received: Position reports to the Building Maintenance Supervisor and/or designed. May operate occasionally with minimal supervision. Operates in accordance with applicable state and local laws and regulations, department policies and procedures, requiring the ability to plan and perform operations to independently complete assigned tasks according to a prescribed time schedule.
Supervision Given: Oversees and supervises the duties and responsibilities of all Public Buildings Department Craftspeople and Custodians in coordination with the Building Maintenance Supervisor, may act as Supervisor in their absence and perform duties of that position.
Essential Functions
- Oversees and supervises the duties and responsibilities of all Public Buildings Department Custodians.
- In the absence of the Building Maintenance Supervisor schedules in-house craftspeople and performs all of that position's duties in their absence.
- Attend daily, weekly, and bi-weekly meetings, as needed, with School Department staff to assist in the planning and scheduling of projects that need to be accomplished during the summer, both in-house and contractually.
- Assist in the alteration, maintenance and repair of all city and school buildings by receiving and processing incoming work requests via telephone, internet, fax, to assign and allocate between in house and outside service contractors.
- Assist in the assigning of emergency and non-emergency work requests directly to outside service contractors. Create work orders for repairs/service to be accomplished in municipal and school buildings.
- Solves work order issues with both in house and outside contractors.
- Inspect and approve work performed by outside licensed and non-licensed service contractors for quality and adherence to contract specifications.
- Assists in and procures quotes, via phone, written or visiting multiple vendors/contractors to purchase materials required for in-house work requests.
- Processes all work orders and provides costing of all labor and material costs associated with each work request.
- Request the creation of purchase orders to the Business Manager for materials that are required for each work request and special project.
- Assist in updating and maintaining reports of work requests in progress, completed, etc., on the web-based maintenance program (Schooldude or its equivalent).
- Ensure that all Public Buildings Department vehicles are sent to Department of Public Works for service and annual inspections as well as maintaining vehicle assignments to department personnel.
- Assists in the preparation of the weekly work schedule. Deliver mail and other interoffice correspondence to City Hall.
- Attends and participates in staff and other meetings. Attends training as needed and directed. Performs other related duties as directed and required.
Minimum Entrance Qualifications
Education, Training and Experience:
Associate degree plus three years of related experience, Bachelor's preferred, or five years of applied facilities management related experience and/or training may be considered in lieu of education; or any equivalent combination of education and experience. Knowledge of mechanical, electrical, plumbing and carpentry trades and building codes. Proficient in the use of web-based maintenance software, e-mail, and Microsoft applications.
Special requirements: Class D driver's license is required.
Knowledge, Ability and Skill:
Ability to read, analyze, and interpret common scientific and technical journals, and legal documents. Ability to respond to common inquiries or complaints from clients, or regulatory agencies. Ability to write/document information that conforms to prescribed style and format. Ability to present information effectively, which may be controversial in nature, to all levels including clients, groups of clients, families, top management, outside agencies, public groups, or employees of the City. Additional language abilities in addition to English a plus.
Ability to define problems and use judgement to work toward results, modify methods/techniques and make recommendations dealing with several abstract and concrete variables within clearly defined laws, precedents, and policies.
Must be able to operate a personal computer and technical software, such as Microsoft Excel, Word, Outlook, PowerPoint, and other industry specific programs.
A strong commitment to public service required.
Physical requirements/work environment
Work is performed under typical office conditions; the noise level is moderate at most times. Essential functions are regularly performed with exposure to adverse environmental conditions. Must be able to work on a fast-paced environment that requires multi-tasking, flexibility, and extensive interpersonal interactions and occasionally climb or lift up to 25 pounds. Some evening and weekend work may be required.
Operates computers, printers, facsimile machine, copier, calculator, telephone, and standard office equipment. Has frequent contact with other City departments, current employees, and vendors/service providers. Has access to all department-level confidential information, which requires the application of appropriate judgment, discretion, and professional office protocols.
