- Conducts office and/or in-home interviews with individuals or families to assess needs and referrals to transitional assistance such as funds, services, housing, childcare, wellness initiatives and self-advocacy.
- Provides general counseling and referrals for clients/residents; refers to State and Federal agencies when needed.
- Works with Public Safety officials, Council of Aging, and other agencies to handle emergency situations for residents and their families.
- Prepares division budget; reports on expenditures and revenues; prepares fee analyses for programs.
- Networks with other town departments and organizations to ensure town-wide coordinated service efforts for clients; maintains strong working relationships with social service agencies, emergency services, DCF, Child and Elder Protective Services and in and/or out-patient mental health service providers.
- Makes referrals to other agencies for necessary services; provides follow-up case management. Maintains good working relationships with service organizations including meals on wheels, LTRA, hospice, elder services, and the Dracut Public Schools.
- Assists clients in completing necessary forms to obtain services from appropriate agencies. Helps clients access resources including educational services, outpatient medical services, legal services, DTA/Cash Assistance, food stamps, medical resources, housing, fuel assistance, tax assistance, SSI, and health insurance.
- Markets and oversees programs at the Community Center; creates a sense of community for the public. Develops funding plans for resources needed for outreach and programming.
- Attends Council of Aging and Recreation Commission meetings. Sometimes attends other civic group meetings as needed. Shares information between Human Services divisions, the Town Manager's Office, and other agencies.
- Manages and implements the hiring and training of volunteers and employees including determining work schedules, performance appraisal, corrective action plans, job descriptions, and other personnel related duties. Holds staff and management meetings as needed.
- Oversees the ride share programs. Maintains ridership data for budgetary, grant and trend analysis.
- Oversees and edits the COA monthly newsletter and other recreational communication. Approves all printed, social media, cable TV, newspaper postings and website postings.
- Prepares Annual Report submission to Town Manager. Maintains records for budgetary forecasting and planning purposes. Monitors expenditures and revenues. Oversees and approves payroll and accounts payable processes.
- Performs all other duties as required.
- Masters Degree in Human Services, Counseling, Social Work or a related field and at least five years of experience working with or at a Social Services agency. MSW or LICSW certification preferred.
- Valid MA driver\'s license, safe driving record, and own transportation required. CPR, AED and First Aid certifications or ability to obtain within 60-days of hire.
- Experience writing and administrating grants and overseeing grant finding.
- CORI/SORI background check required.
- Able to communicate effectively, professionally, and with a high level of patience, tact, and discretion.
- Able to maintain high levels of confidentiality with clients according to all State, Federal and Town laws, policies, codes, and operating standards. This role is considered a Mandated Reporter by MA State Law.
- Strong organizational and interpersonal skills. Able to work with a high level of detail and prioritize multiple tasks.
- Experience working in municipal government preferred. Municipal grant funding knowledge and experience preferred.
