Strategic Sourcing & Contract Manager

Overview

Reporting to the Director of Sourcing, Value Analysis, and Contract Management, the Strategic Sourcing and Contract Manager is responsible for working proactively and collaboratively with business leaders to align supply chain priorities with the goal of enabling clinical, research, operations and broader organizational priorities. The Strategic Sourcing and Contract Manager is responsible for end-to-end procurement activities and value delivery including analysis, Strategic Sourcing and Contract management, strategic sourcing strategy development, business planning, sourcing, contract negotiations, implementation and management of internal business partner relationships. The role includes the review, analysis, and documentation of trends in spending, competition, market economics and other factors for strategic categories. These plans are critical elements of an effective and efficient Supply Chain organization in that they provide the foundation for opportunity identification and initiative prioritization, increase actively engaged spending, improve procurement and business efficiency, and result in expanded impact.

Responsibilities

  • Identify, lead, and execute spend category and supply strategies that maximize market and supplier opportunities and leverage DFCI’s cross-organizational requirements.
  • Work with key business partners to identify and prioritize sourcing initiatives and/or contract negotiations that enable business priorities, reduce DFCI’s total cost (TCO), and mitigate supply chain risk.
  • Facilitate cross-organizational communications and opportunity optimization.
  • Manage Requests for Information (RFI) and Proposal (RFP) from suppliers, competitive bidding events (auctions), supplier proposal reviews, and negotiations with suppliers.
  • Analyze opportunities and supplier proposals using both quantitative and qualitative methods.
  • Collaborate with corporate legal services to identify supplier negotiation strategies and to review and execute contracts, including amendments, extensions, terminations, renewals, and new agreements.
  • Periodically review and analyze supply chain to ensure supplier base is consistent with corporate responsibility goals, including sustainability and diversity.
  • Evaluate the utilization of the products we use post implementation.
  • Work with Group Purchasing Organizations (GPOs) as necessary to align supply approach with appropriate category strategies.
  • Implement process improvements; increase operational efficiencies, ensure data accuracy, compliance, and positive customer experience.
  • Evaluate spending and vendors to identify and execute strategic sourcing initiatives, contract negotiations, and additional sourcing and category management activities.
  • Act as a supply chain advisor with key stakeholders.
  • Manage stakeholder engagement (internal and external) throughout the initiative, effectively delegating activities and tasks to drive process to completion.
  • Provide periodic updates, report on progress and expected results to business area leadership.
  • Coordinate contracting process for agreements through Legal, Risk, IT, Finance, Contract Managers, and other impacted business functions as determined to represent the business needs of each function in order for decisions to be made by Business leadership.
  • Analyze and continuously monitor market and industry data to ensure programs remain competitive throughout the agreement period- create competitive advantage.
  • Leverage process teams, applications and tools to identify best approach for handling operational transactions to lower administrative costs, add accountability, controls and drive efficiency.

Qualifications

  • Bachelor’s degree in business, finance, supply chain, economics, contract law, or related field required.
  • 5 to 7 years of relevant experience in sourcing, negotiating, contracting, analysis, project management or related field required.
  • Healthcare experience preferred.
  • Certified Professional in Supply Management (C.P.S.M. or CMRP) preferred.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Knowledge of sourcing, negotiating, contracting, analysis, project management and leading an area in implementing new supplier agreements/programs.
  • Ability to build strong relationships with internal and external stakeholders.
  • Strong written and spoken communication and presentation skills.
  • Systems: Microsoft Office proficiency specifically Excel and PowerPoint, familiarity with procurement systems including Peoplesoft, Oracle ERP, RFX/Auctioning technology, GHX, Prodigo, etc.
  • Problem solving, critical thinking, and analytical skills.
  • Ability to be assertive, not aggressive-- and to influence in a positive manner.
