Job Summary

The Leading by Example Analyst will be responsible for the majority of data collection and analysis related to MBTA’s Leading by Example (LBE) Program performance. They will be responsible for collecting energy data from various sources, and producing analyses related to energy projects and overall progress toward LBE and MBTA goals. The Leading by Example Analyst will also implement LBE projects, specifically energy efficiency and electrification project that reduce GHG emissions and make the MBTA more sustainable.

Duties & Responsibilities

Data collection, tracking and reporting.

  • Oversee the collection of annual energy usage and other data for the LBE portfolio, from all operations and facilities of the MBTA, and input of collected data into designated LBE reporting portal.
  • Conduct quality control and analysis on data collected for reporting.
  • Work with MBTA databases to report directly to LBE on progress to LBE targets and goals.
  • Serve as the primary contact for LBE data requests and manage databases and spreadsheets associated with agency and project data.
  • Support the Department of Capital Delivery and the Office of the Chief Engineer (OCE) to project energy and emissions impacts from planned projects.
  • Develop annual reports on progress related to LBE Executive Order 594 and other pertinent metrics.
  • Develop MBTA energy and emissions data for the Global Warming Solutions Act reporting, and other ad hoc requests for MBTA progress data that support statewide initiatives and policies.
  • Preparation of graphs and charts for events, reports, publications
  • Assist the MBTA with application to incentives and grant programs, including identification of potential projects, coordination of review process, and overseeing grant management and follow-up.
  • Track and measure progress toward meeting the goals set forth in Executive Order 594 as well as other LBE clean energy and sustainability goals.
  • Work to increase transparency and communicate performance metrics through additional external reporting outlets, website content, and targeted reports for MBTA partners, stakeholders and the public.
  • Leverage existing data to inform MBTA Energy program priorities through analysis and targeted reports.
  • Develop modeling and analysis tools to help inform future MBTA targets, goals, and program/project opportunities.
  • Maintain and enhance various data tools that help partners explore potential project and MBTA impacts and savings.
  • Collaborate with MBTA regional and national partners to identify best practices, successes and challenges, and strategic approaches to existing and future MBTA priorities (e.g., US DOE, EIA, EPA, DOER, DCAMM, MWRA, APTA, etc.)

Energy Project Initiatives

  • Utilize energy data to identify and target MBTA sites that are struggling to improve energy use intensity and/or reduce greenhouse gas emissions.
  • Manage ongoing, site-level evaluation for MBTA facilities to proactively identify both positive and negative changes in energy use and engage with those sites to understand and address those changes where possible.
  • Work with the Energy Conservation Specialist to analyze energy projects and apply for Utility Incentives
  • Coordinate installation of energy projects by utility vendors to meet LBE goals including requirements in EO594.
  • Conduct and supervise energy audits and scoping studies at MBTA facilities including coordination of site visits.
  • Assist in the sustainable design of new MBTA facilities.

Clean transportation data initiatives

  • Maintain transportation related data tools and documents, including Statewide Contract vehicle lists, new electric vehicle model database, and EV total cost of ownership calculator, and create new evaluation tools and materials as necessary.
  • Track compliance with the Fuel Efficiency Standard (FES) for the MBTA Fleet by coordinating with the Department of Vehicle Engineering and Bus Operations on vehicle purchases by agency and providing compliance evaluation during and at the end of each fiscal year.
  • Support MBTA fleet clean transportation initiatives including but not limited vehicle electrification, EV station deployment, and identification of new technologies.

Other Program Duties

  • Participate in new LBE grant programs, program outreach and ongoing management.
  • Participate in LBE meetings and site visits, including support for content development for regular LBE Council meetings.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's Degree in Environmental Science, Data Science, engineering or a related field.
  • Demonstrated experience and strong skills working with spreadsheets and databases, including Microsoft Excel, including but not limited to expertise in creating pivot tables in Excel.
  • Demonstrated ability to generate a wide range of customized charts, graphs and tables that can effectively communicate complex data in visually compelling and digestible formats.
  • Demonstrated ability to collect large amounts of data from a wide range of sources and effectively maintain large databases and preform quality control.
  • Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
  • Ability to gather information by examining records and documents and by questioning individuals.
  • Knowledge of energy and emissions terminologies and experience with managing and processing energy and emissions data.
  • A demonstrated understanding of clean energy and climate policies and technologies.
  • A demonstrated knowledge of energy efficiency, electrification, and emissions mitigating technology and projects.
  • Experience with working with Utilities.
  • Ability to work with minimal supervision and take initiative as appropriate.
  • Ability to work in a team environment and collaborate with diverse stakeholders.
  • Ability to work efficiently and effectively under time constraints.
  • Ability to assemble items of information in accordance with established procedures.
  • Ability to determine proper format and procedures for assembling items of information.
  • Ability to maintain accurate records in an organized fashion that can be accessed quickly.
  • Ability to prepare general reports.
  • Strong organizational skills and ability to simultaneously manage multiple projects and tasks.
  • Demonstrated writing skills and ability to effectively communicate technical issues so they can be understood by a non-technical audience.
  • Ability to interact with various stakeholders with multiple interests, including, but not limited to, facility managers, financial officers, energy and sustainability managers from agencies and higher education campuses.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement

Preferred Experience And Skills

  • Demonstrated experience working with energy tracking platforms and various data management software.
  • Basic knowledge of Massachusetts energy policies and DOER programs.
  • Knowledge of clean transportation technologies, such as electric vehicles and electric vehicles charging stations.
