This role will enhance survey data applications, including maintaining FSCS and developing Oracle-linked tools for QA/QC, data input, and analysis. for the Northeast Fisheries Science Center (NEFSC)
Join @Orchard in advancing the scientific infrastructure behind NOAA’s long-term ecosystem monitoring efforts. This opportunity is part of the Ecosystem Surveys Branch (ESB) within the Population and Ecosystems Monitoring and Analysis Division (PEMAD) at the Northeast Fisheries Science Center (NEFSC).
Each year, the ESB conducts critical fishery-independent surveys to monitor the health and distribution of marine species in the Northwest Atlantic. These efforts rely on a suite of custom software tools and applications that drive data collection, processing, and quality control, both in the lab and at sea.
@Orchard is seeking a talented Software Application Developer/Programmer to maintain, enhance, and design data systems and applications that support NOAA’s research missions. From creating tablet-based apps for real-time fishery data entry to optimizing Oracle database functionality, this role is essential to ensuring efficient, accurate, and secure data workflows across survey operations.
You’ll collaborate with scientists, analysts, and technical users to define software needs, troubleshoot issues, and deploy innovative solutions. Key Responsibilities
As a Software Application Developer/Programmer, your responsibilities will include:
- Maintaining and enhancing software applications that are used for recording fisheries data, such as the NEFSC FSCS system.
- Developing new software applications and/or modules for entering fisheries data into Oracle structures, or for accessing and viewing stored data.
- Developing or enhancing software applications for QA/QC during and after the data collection process.
- May require dockside/harbor side work
Required Experience and Qualifications:
To be successful in this role, candidates must meet the following qualifications:
- Minimum of a Master’s degree or equivalent experience directly related to the task requirements.
- Experience with PHP and web application development
- Experience with Android app development for tablets and smartphones.
- Working knowledge of JAVA program development
- Demonstrated proficiency with Oracle, PL/SQL, and relational database development.
- Experience in supporting application development through integrated project work group meetings, data modeling, code reviews, and system review for quality and performance.
- Work experience includes 1) involvement in all aspects of the software development cycle and 2) demonstrated ability to learn both data collection processes as well as new and existing technologies.
- Familiarity with Jira agile program management tools
- Ability to work as part of a team to define and refine user requirements.
- Ability to understand, implement, and integrate security standards set by the NOAA/NMFS/ Office of the Chief Information Officer (OCIO) and implemented by NEFSC’s Data Management Systems Division
- Current MS Office and Google Workspace skills
- PHP, PL/SQL, R, C#, Python, ArcGIS, and/or other programming languages
- Oracle database systems
Essential Conditions of Employment
- Driver's License: Hold a valid state driver's license with the ability to operate a federal motor vehicle.
