Pay Grade: M2 (Exempt)
Annual Salary Range: $128,162.26 - $141,467.62 (FY26)
Position is eligible for additional compensation in accordance with City Ordinances, including but not limited to longevity/educational incentive, sick bonus, and vacation buyback.
POSITION SUMMARY:
The Director is appointed by and reports to the Mayor. The Department of Public Works (“DPW”) is a fast-paced, service driven department with ever-changing priorities, multiple demands and responsibilities. The Department oversees critical public works functions that improve and maintain critical city resources including parks, streets and sidewalks. This position requires a self-motivated, knowledgeable, energetic and proactive professional to lead all daily operations including scheduling, planning, supervising, and oversight of all units within DPW. The Director is responsible for creating an environment for success, establishing and enforcing policies and procedures, and driving execution in a fast-paced environment.
The City of Malden is seeking an energetic, team-oriented, experienced leader with demonstrated problem-solving skills and excellent communication skills. Must have a positive attitude, integrity, and an interest in continuously improving all activities and operations. The ability to work effectively with elected officials, a union workforce, police, fire, other city departments, private contractors, vendors, engineering consultants, the public, and state and federal agencies is a must. To be successful the candidate must thrive in a fast-paced work environment and be able to work collaboratively and cohesively to motivate and maintain an organized and structured team.
ESSENTIAL JOB FUNCTIONS and DUTIES:
- Manage an overall staff of 30 and all operations of the DPW in accordance with City policies and collective bargaining agreements.
- Develop policies and procedures to support efficient and effective department operations.
- Oversee and manage staff assignments and duties to accomplish departmental goals.
- Ensure the department meets financial, quality, safety and environmental goals, standards, budgets and procurement requirements.
- Provide expert and technical assistance in solving problems and improving operations.
- Direct staff in safety, preventative maintenance, and emerging technology; ensure staff are trained to meet current or anticipated technical or regulatory requirements.
- Provide supervision for all DPW staff including, but not limited to, performance issues and evaluations, distribution of daily work assignments, and other tasks as needed.
- Strategize plans to meet future city demands and other requirements.
- Develop and oversee comprehensive plans for snow removal, sanding, de-icing and other winter maintenance operations.
- Manage and oversee the city’s Trash and Recycling program, including vendor and contract management.
- Provide oversight to all vendors and contractors as required.
- Manage department preventative maintenance fleet programs, equipment and part inventory, fueling storage and dispensing systems.
- Assist in the development of specifications for procurement of department materials, supplies and equipment and prepare and maintain related reports and records.
- Consult with state agencies, departments and officials and with other municipalities on matters pertaining to Public Works operations and activities.
- Manage department’s See/Click/Fix System, ensuring department responds timely to requests and complaints.
- Ensure procedures and systems are in place to respond to emergencies on a 24-hour basis, as circumstances dictate.
- Work effectively with the City Engineer on construction projects, as well as with the Director of Water Utilities.
- Perform other duties as assigned by the Mayor or the Mayor’s representative.
QUALIFICATIONS:
- Must possess a valid MA Commercial Driver’s License (CDL) Class A or B with a responsible driving record.
- Advanced knowledge of public works and construction management.
- Ten (10) years’ experience of increased responsibility, including administrative and management duties in a Public Works environment.
- Minimum of five (5) years demonstrated experience in managing Winter Emergency Snow Operations.
- Experience in the maintenance of parks, open grounds and spaces.
- Excellent written and oral communication, and organizational and interpersonal skills, with emphasis on attention to detail.
- Advanced knowledge in the use of computers and various software applications (Microsoft Office).
- Knowledge in public procurement policy, procurement certificate classes preferred.
- Must possess a proven strong work and safety record.
SUPERVISION RECEIVED : Mayor and Mayor’s Chief of Staff
SUPERVISION EXERCISED : DPW Staff and Supervisors
HOURS OF WORK: Monday through Friday from 8:00 AM – 4:00 PM. Nights/weekends to respond to emergencies and departmental issues, as required.
