General Description

ABOUT THE JOB :

Under the supervision of the Director of Grievances and Appeals, or his/her designee, the Hearing Officer will conduct administrative appeals within the agency and issue written decisions. Works fairly independently, requiring minimum supervision and guidance.

• Law students and recent law school graduates encouraged to apply.

Duties & Responsibilities

• Hears appeals brought by public housing and Section 8 applicants, Section 8 program participants, and public housing residents of certain BHA actions, including secondary appeals when applicable. Issues written decisions for each hearing based on applicable law and policy. Drafts any necessary related correspondence.
• Engages in paralegal work including legal research as required by the Director.
• Occasionally reviews requests for reasonable accommodations and makes recommendations to the Director.
• Occasionally reviews requests for hearings and continuances and makes recommendations to the Director.
• Occasionally responds to inquiries from other BHA staff and outside parties regarding general Department matters.
• Assists with the coordination and the scheduling of all appeal hearings.
• Assists in training new Department employees.
• Maintains hearing records/files and the Department database.
• Occasionally performs general administrative tasks such as filing, copying, preparing mailings, answering the Department phone, and processing incoming mail.
• Performs other duties as assigned.

Minimum Qualifications & Experience: A Bachelor’s degree is required, advanced degree preferred. Excellent analytical and writing skills sufficient to draft sound hearing decisions is essential. Ability to interpret regulations and policies and apply to unique facts. Ability to communicate with a diverse client base. Must be able to handle a heavy workload, independently prioritize work, and meet deadlines. Experience in government or subsidized housing preferred. Must be able to responsibly handle confidential information and exercise good judgment. Bilingual applicants are encouraged to apply.
