Position Summary

The Deputy Chief Engineer for Project Development oversees the activities of the Project Management Section, Major Projects/Design Build Project Management, Construction Contacts, Utilities Section, Right of Way Bureau and Environmental Section. Advertising construction projects is one of the core functions of the Highway Division. It is the responsibility of the Deputy Chief Engineer to ensure that there is a coordinated approach to the preparation of design and contract documents. It is the goal of the Highway Division to advertise construction projects that are of the highest quality possible. This effort contributes to the Division’s goals of reducing extra work orders, reducing cost overruns and completing construction projects on time.

This position follows a hybrid work schedule and requires on site presence three (3) days per week and as required for operational needs.

Duties and Responsibilities

  • Directs and oversees the activities of multiple sections within Project Development, including Project Management, Major Projects/Design-Build Project Management, Construction Contracts, Utilities, Right of Way, and Environmental Services, ensuring work is appropriately prioritized and coordinated to support the Highway Division’s construction advertising program.

  • Ensures the preparation, integration, and delivery of high-quality design and construction contract documents in support of Highway Division capital projects, with a focus on minimizing change orders, controlling costs, and supporting on-time project delivery.

  • Coordinates with Highway Division districts and internal sections to identify and align internal and external resources necessary to advance transportation projects, ensuring continuous information exchange across disciplines involved in project development.

  • Communicates Highway Division priorities, policies, and expectations to internal sections and district offices, while managing how Project Development sections support broader divisional objectives.

  • Collaborates with external agencies and organizations—including federal partners, regulatory agencies, regional planning entities, and industry organizations—to support effective project development and strengthen inter-agency coordination.

  • Leads and supports managers in implementing program goals by identifying opportunities to improve efficiency, effectiveness, and consistency across project development processes.

  • Develops, documents, and implements administrative policies and procedures to support continuous improvement initiatives, ensuring staff understanding, participation in development, and adherence to updated practices.

  • Works with Section Directors on personnel-related matters, including staffing, workload alignment, and operational support.

  • Provides regular reports and updates to senior management on the status of projects, programs, and budgets under Project Development oversight.

  • Represents the Highway Division in high-level coordination with the Secretary’s Office, Capital Programs Committee (CPC), and MassDOT Board for construction projects exceeding established cost thresholds, including preparation of briefing materials and presentations to support project approvals.

  • Participates as a voting member of the Boston Metropolitan Planning Organization (MPO), reviewing and assessing Transportation Improvement Program (TIP) and State Transportation Improvement Program (STIP) amendments in coordination with internal planning offices.

  • Engages regularly with external professional organizations, municipal stakeholders, and public agencies to communicate Highway Division goals, project delivery strategies, and five-year advertising program priorities.

  • Collaborates with other Deputy Chief Engineers and senior engineering leadership to align Project Development activities with division-wide schedules, quality standards, and policy objectives.

  • Performs other duties as assigned by the Chief Engineer.

Preferred Qualifications

  • Demonstrated ability to lead and align multi-disciplinary teams across complex, matrixed organizations.

  • Experience guiding managers through change, process improvement, or implementation of new policies or procedures.

  • Experience overseeing the development and delivery of large-scale transportation or infrastructure projects with multiple internal and external stakeholders.

  • Working knowledge of public-sector or regulated-environment project delivery processes.

  • Ability to assess risk, resource constraints, and schedule impacts across interconnected programs and projects.

  • Experience preparing or reviewing executive-level briefings, presentations, or decision materials.

  • Demonstrated ability to build and sustain productive working relationships with external agencies, regulatory bodies, and industry partners.

  • Ability to influence outcomes and advance priorities without direct authority.

Qualifications


Minimum Entrance Requirements

At least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in: Engineering work in construction, construction management, construction/bridge/tunnel or building inspection, electrical, HVAC, traffic, survey, design, transportation, hydraulics, structural, facility, sanitary, drafting, environmental, highway, architectural, airport, soils or materials testing.

Of which (B) at least four (4) years must have been in a managerial capacity.

A current and valid Massachusetts Professional Engineer’s (PE) License may substitute for one (1) year of the required (A) experience. Based on assignment, a current and valid Massachusetts PE license may be required.
