PROJECT MANAGER -SENIOR
Job Description
A large public-sector organization is seeking to hire a Senior IT Contracts & Project Manager to join a collaborative Medicaid data and analytics program team. This role will be responsible for managing projects across multiple workstreams, ranging from operational initiatives to complex technical solutions.
The Senior IT Contracts & Project Manager will lead efforts related to project and vendor management, procurement, and financial oversight. Responsibilities include drafting Requests for Proposals (RFPs) and Requests for Quotes (RFQs), developing and negotiating contracts, managing vendor relationships, and preparing financial requests to support project funding.
This role works closely with internal business and technical leadership, program directors, and IT leads, as well as external technical teams and vendor consultants, to ensure projects are properly approved, contracts are executed, business cases are documented, and schedules remain on track. The individual will serve as the primary point of contact for critical IT initiatives from initiation through completion, including risk mitigation, issue resolution, and alignment with program standards.
The primary work location is Quincy, MA, with a hybrid work model combining in-office and remote work based on operational needs. Standard working hours are Monday-Friday, 9:00 AM-5:00 PM, with flexibility as appropriate.
Key Responsibilities
Partner with business and IT leadership to understand and document business cases for technical initiatives
Create and manage business cases, project proposals, funding requests, RFPs, and RFQs through completion
Support development and maintenance of Advance Planning Document (APD) materials
Lead procurement efforts, including vendor evaluations, selection, and contract negotiations
Drive cross-functional collaboration across design, development, testing, and implementation teams
Ensure project plans, risk and issue tracking, and documentation are maintained in MS SharePoint
Communicate complex technical concepts clearly to business and executive stakeholders
Ensure adherence to project management methodologies, policies, procedures, and quality standards
Coordinate resources across business analysis, quality assurance, development, and peer management teams
Manage scope control and change management through established governance processes
Prepare and distribute regular project status reports, including risks and mitigation strategies
Develop and maintain program and system documentation, including data flows, diagrams, and narratives
Duration: 6 month contract - Possibility for extensions, full time employment.
Compensation: $52/hr to $62/hr.
Exact compensation may vary based on several factors, including location, skills, experience, and education. Employees in this role will enjoy a comprehensive benefits package starting on day one of employment, including options for medical, dental, and vision insurance. Eligibility to enroll in the 401(k) retirement plan begins after 90 days of employment. Additionally, employees in this role will have access to paid sick leave and other paid time off benefits as required under the applicable law of the worksite location.

Skills and Requirements
EXPERIENCE AND EDUCATION:

Five (5) years of related experience documenting business cases, contract management, RFP and RFQ; as well as project funding requests.

Five (5) years of proven experience with Agile and Waterfall Methodologies

Demonstrated ability to understand and negotiate the needs and expectations of multiple stakeholders.

Excellent communication & negotiation skills and experience in supporting technical and nontechnical staff.

Demonstrated experience with Conflict

Demonstrated experience managing resources under a matrix reporting structure.

Ability to understand and effectively communicate technical requirements, breaking down complex problems into manageable components for evaluation.

Prior experience in government or public-sector environments is an advantage.

Proficiency in project management software (e.g., Microsoft Project, JIRA, or similar).

Experience in working with Federal reporting projects will be a plus.ribute weekly project status reports on progress against planned, risks, and mitigation strategies.

Prepare systems or program documentation including bbut not limited to, data flow diagrams, flow charts, file layout, input/output documentation, and project narratives.

Effectively communicate with business teams, technical teams, and leadership across multiple disciplines to convey technical concepts in simple business terms.

Adhere to T-MSIS standard project management methodology, policies, and procedures, as well as quality assurance standards. Also, where applicable, comply with the external agencies' standards when integrating or leveraging external staff or solutions.
