Job Description
DOER’s Energy Efficiency Division is seeking an Energy Efficiency Program Coordinator to manage the Energy Efficiency Advisory Council (EEAC) and the Merrimack Valley Renewal Fund (MVRF) grant programs and provide general project management support. The Energy Efficiency Division is involved in all aspects of building decarbonization including coordinating work with the Program Administrators of the Mass Save program and managing grants and programs that support building decarbonization. The Division also actively contributes to the development of building decarbonization policy and the state’s building and energy codes.
Working with the Division Director, the Energy Efficiency Program Coordinator will manage the EEAC and coordinate with the Program Administrators, consultants and councilors, as well as stakeholders to support DOER’s role as chair of the EEAC and the development and implementation of the three-year energy efficiency plan. In addition, the Program Coordinator will manage the MVRF grant programs and provide general project management support for the Division as needed.
Responsibilities:
Manage activities and administration of the EEAC, including but not limited to monthly agenda setting, meeting material preparation and circulation, website updates and review of meeting minutes.
Manage EEAC related procurement and contract management.
Support Mass Save three-year planning, program tracking and plan priorities.
Manage relationships with EEAC councilors, program administrators and council consultants in support of three-year plan implementation and development.
Manage Division data and documents.
Serve as project manager of MVRF and other division projects as needed.
Support division project management including but not limited to Large Building Energy Reporting (LBER) and the New England Heat Pump Accelerator.

Preferred Qualifications:
Experience managing projects that are complex and involve multiple partners and stakeholders.
General knowledge of building energy efficiency and clean energy technologies.
Ability to communicate effectively, create consensus and manage varied stakeholder and constituent positions.
Organizational skills, attention to detail, and accuracy in reporting.
Proficiency with Excel, PowerPoint, and other project management tools.
Ability to manage complex projects from concept to implementation, creatively solve problems, and work in a fast-paced environment.
Strong verbal and written communications skills.
Experience with building energy efficiency and clean energy technologies.
Familiarity with building energy efficiency technologies and policies.
Familiarity with the administration and delivery of the Mass Save program, including the statutory framework for its development and delivery.
Proven ability to manage multiple complex projects successfully.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
