Position Summary

The Mortgage Officer is responsible for performing credit and financial analysis for the proposed mortgagor and general contractors of affordable housing developments financed by the Agency. This individual also holds primary responsibility for decisions regarding borrower and contractor creditworthiness, loan escrow requirements, funding of requisitions, and other loan funding activities. The Mortgage Officer acts as a liaison to borrowers in communicating Agency policies and procedures regarding credit approvals, requisitions, and cost certifications, and works independently to resolve issues related to mortgage credit risk and development funding. The Mortgage Officer also assists in the development of policies and procedures pertaining to financial capacity and credit reviews, loan equity requirements, requisition disbursements, cost certifications, and the establishment of equity for limited dividend purposes.

Specific Duties and Responsibilities

  • Review development budget, construction cash flow, and Agency's required documents (i.e., Note, Mortgage, Regulatory Agreement) in concert with rental underwriting and legal teams during the loan closing process.
  • Review and approve monthly requisitions for on-going construction projects. Work with treasury and loan servicing departments to ensure requisition is funded and booked in Agency's loan system in a timely manner.
  • Assist Legal and Underwriting Departments in Loan Closings, Settlement Statements, Escrow fundings.
  • Act as point of contact, provide feedback, and resolve any issues with outside borrowers and their closing team in the multifamily loan closing process for both permanent and construction closings.
  • Assist other personnel in the Finance and Loan Servicing departments on loan related reporting, financial problem solving, account reconciliation and other projects as they arise.

Knowledge, Skills and Abilities Required

  • Excellent communication skills, both verbal and written.
  • Ability to provide on-going direction and support to teams within the organization.
  • Knowledge of and ability to read, interpret and draw accurate conclusions from financial and numerical data.
  • Ability to develop and maintain a workable schedule to accomplish the overall goals of day-to-day operations.
  • Ability to use creative problem-solving techniques and sound judgement in making business decisions.
  • Ability to build and use effective working relationships with internal and external clients.
  • Resolve conflicts effectively.
  • Understands the potential of available technology and its applicability to Agency business.
  • Stays informed about and applies in-house technology in ways that will improve productivity and efficiency.

Minimum Education and Training

  • Bachelor's degree in Finance or Accounting from an accredited university or college.
  • Minimum 5 to 7 years' experience in loan underwriting or real estate development and finance.
  • Knowledge of Federal and State subsidy programs.
  • Knowledge of Low-Income Housing Tax Credit (LIHTC) programs (federal, state, historic) helpful.

Salary Range: $92,338 to $120,040
