Financial Specialist
Job Overview
The United States Bankruptcy Court for the District of Massachusetts is seeking qualified candidates to fill a full-time permanent Financial Specialist position. The Financial Specialist performs administrative, technical, and professional duties related to the Court’s financial, accounting, and procurement operations, while ensuring compliance with appropriate guidelines, policies and internal controls.
Responsibilities
The Financial Specialist prepares, updates and processes a variety of accounting records and financial statements. The Financial Specialist is responsible for procuring supplies, services, equipment, and furnishings for the Court, ensuring that it is adequately equipped with the materials and resources necessary to operate efficiently and effectively. The Financial Specialist prepares detailed solicitation specifications, negotiates service contracts, and prepares purchase orders utilizing a strong command of procurement policies and practices. This position will also perform various accounting and financial activities to ensure the accountability of funds collected, deposited, distributed and disbursed. The Financial Specialist ensures compliance with appropriate federal contracting laws, ensures accuracy and completeness of records and maintains compliance with internal controls and separation of duties guidelines, while preventing legal or personal liability against the Court unit executive and the employee.
Qualifications
A successful candidate must have the ability to apply a body of rules and regulations to complete financial transactions. All data is maintained in an automated accounting system; therefore, knowledge of computer accounting software is required. Excellent customer service, verbal communication, and written communication skills are required. Candidates must demonstrate the ability to maintain confidentiality and work effectively in a collaborative team environment. A bachelor’s degree from an accredited four-year college or university is preferred. Ability to obtain Contracting Officer Contracting Program certification through the Judiciary program offerings is required. The successful candidate must be able to display professional and positive demeanor and appearance appropriate for a court environment (business/office wear professional). Proficiency in Microsoft Excel is required. Prior experience in government finance and purchasing is preferred. Knowledge of judicial financial accounts, procedures, and applicable financial systems is also preferred. Experience preparing Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and Requests for Quotations (RFQs) is highly desirable. As a condition of employment, the selected candidate must successfully complete a background investigation with periodic updates every five years thereafter. CL 26: One year of specialized experience equivalent to work at the CL-25 level is required. CL 27: One year of specialized experience equivalent to work at the CL-26 level is required. Specialized experience: Progressively responsible clerical or administrative experience that provided knowledge of the rules, regulations, practices, and principles of financial administration and/or accounting; and involved the routine use of automated financial and accounting systems or other computer-based systems and applications such as word processing, spreadsheets, or databases.

CONDITIONS OF EMPLOYMENT:
The applicant must be a citizen of the United States or be eligible to work in the United States. In the Federal Judiciary, employees are appointed under excepted appointments, are considered to be "at will” and can be terminated with or without cause by the Court. In addition to a criminal background check and fingerprinting, employees are subject to a probationary period (6 months). Salaries are payable electronically via direct deposit (direct deposit) for this position. Employees of the U.S. courts are required to adhere to the Code of Conduct for Judiciary Employees, which may be found on the uscourts.gov website.

Pay: $61,581.00 - $109,971.00 per year
