Overview :
The City of Boston is committed to advancing trade and supplier diversity within its contracts, and Public Facilities Department (PFD) contracts are a key area for this work moving forward. Under the direction of the Assistant Director for Administration and Finance, the Senior Project Manager for Trade and Supplier Diversity will direct PFD’s efforts to improve equitable practices in PFD’s work. The key areas this person will focus on are: 1) Implementing trade and supplier diversity initiatives within PFD’s procurement processes; 2) Advancing workforce diversity on PFD’s construction projects; and 3) Building internal competencies in supplier/workforce diversity best practices.
The position will be a key partner to the City of Boston’s Boston Residents Jobs Policy (BRJP) Office, in assisting PFD projects in meeting BRJP goals. The position will also closely collaborate with the City of Boston’s Office of Supplier Diversity. The ideal candidate is a problem solver who can think strategically, adapt quickly, and rapidly earn credibility and trust with various stakeholders in support of these and other City of Boston initiatives.
Responsibilities :
Implementing trade and supplier diversity initiatives within PFD’s procurement processes.
- Coordinate with the Chief of Staff, Assistant Director of Administration and Finance, and Business Analyst to develop a standard process, tools, and Request for Proposal (RFP) language for inclusion of Minority/Women-owned Business Enterprise (M/WBE) targets within solicitations.
- Working with key City partners, apply and strengthen existing methodology for setting spending targets for Ch. 149 & 149A design and construction work based on M/WBE availability.
- Serve as a key partner to project teams to design a strategy for the structure of each procurement that maximizes M/WBE participation.
- Ensure that each procurement follows best practices and guidelines for advertising and outreach.
- Develop and maintain lists of M/WBE vendors for each sub-trade based on State/City certified business lists.
- Conduct targeted outreach for each procurement to M/WBE firms in the relevant sub-trades for the project, and complete required equitable procurement documentation.
- In collaboration with other City departments, evaluate the performance of the City’s existing compliance monitoring system against internal and external user needs.
- Complete and update the Department’s annual Buying Plan.
- Work with Procurement and Accounts Payable Manager on Inclusive Quote Contracts as needed.
Advancing workforce diversity on PFD’s construction projects.
- Work closely with contractors and BRJP construction monitors on City-funded construction projects to implement strategies aimed at improving workforce diversity and compliance with the Boston Residents Jobs Policy.
- Convene and attend job fairs and information sessions to maximize participation of people of color, women, and Boston residents on City-funded construction projects.
- In collaboration with City partners, design and implement a mechanism for incorporating BRJP performance into evaluations for competitively bid construction contracts.
- Provide guidance to PFD Project Managers during bidding, RFP, and contract award processes to maximize M/WBE & Disadvantaged Business Enterprise (DBE) opportunities.
Building internal competencies in supplier/workforce diversity best practices.
- Work with the PFD Human Resources Director to design and implement workforce diversity best practices in PFD hiring.
- Share knowledge on best practices within the PFD team.
Advance data reporting and institutional learning.
- Work with PFD’s Business Analyst to create reports and dashboards to monitor diverse supplier utilization and workforce diversity trends and performance to established goals.
- Build out documentation of processes and procedures, lessons learned, and best practices in all three areas of work.
- Perform related work as required.
Minimum Entrance Qualifications :
- Applicants must have five (5) years of related work experience with a Bachelor’s degree in Business Administration, Government, Supply Chain Management or a related field. Additional and directly relevant experience may be substituted for all or part of the degree requirement.
- Prior experience in advancing trade and supplier diversity and/or workforce diversity goals, and implementing best practices.
- Excellent analytical, problem-solving, and communication (written and verbal) skills.
- Demonstrated ability to collaborate as an effective team member and with minimal supervision to maximize team results.
- Be curious with a strong attention to detail, ability to adhere to strict deadlines while juggling multiple priorities with tight timelines, aggressive goals, and constant changes.
- Familiarity with Massachusetts procurement rules and regulations as set forth by the Massachusetts Inspector General’s Office and Attorney General, including M.G.L. c. 30B – Procurement of Goods and Services; M.G.L. c. 7C, §§ 44-58 – Design Services for Public Building Projects; M.G.L. c. 30, § 39M, Works Horizontal Construction (Non-Building) Construction Contracts (With Labor); and M.G.L. c. 149 – Building Vertical Construction Contracts; Familiarity with MA Public Procurement laws is preferred. MCPPO designation preferred; Chapter 149A: Public Construction Alternative Delivery is preferred.
- Must have attended or be willing to attend the Inspector General’s Massachusetts Certified Public Purchasing Official Program training sessions. Familiarity with Massachusetts procurement rules and regulations as set forth by the Massachusetts Inspector General’s Office and Attorney General is preferred, specifically G.L. c. 7C, §§ 44-58 – Design Services for Public Building Projects and M.G.L. c. 149 – Building Vertical Construction Contracts.
- Familiarity with the Commonwealth of Massachusetts and the City of Boston trade and supplier diversity initiatives is preferred.
- Ability to use technology, including Microsoft Office Applications, Google Drive, and Adobe is required. Experience with eBuilder, ProCore, or Salesforce is a plus. Other duties as required.
- Current authorization to work in the United States. Candidates must have such authorization by their first day of employment.
