POSITION : Project Manager
DEPARTMENT : Department of Public Works, Engineering Division
HOURS OF WORK : Full-time (35 hours/week) Monday, Tuesday, Thursday 8:30 AM – 4:30 PM; Wednesday 8:30 AM – 7:30 PM; Friday 8:30 AM – 12:30 PM. Some evening meetings, and some fieldwork outside normal hours as needed.
SALARY : $70,934.24 – $79,498.12 PW-16 (Non-Union FLSA Exempt)
The City is seeking a high-functioning individual who will be responsible for planning, managing, and inspecting public infrastructure projects throughout the city. Key duties include overseeing construction contracts, coordinating procurement of construction services, and managing a variety of public works projects. The Project Manager also conducts site visits for infrastructure projects.
Strong communication skills are essential, as this position interacts regularly with the public, responding to inquiries and concerns with professionalism and clarity. The Project Manager collaborates closely with all DPW divisions as well as other city departments.
SUPERVISION : Works under close supervision of the Assistant City Engineers and reports directly to the Assistant City Engineers and City Engineer who oversees the Engineering Division of DPW. RESPONSIBILITIES :- Manage infrastructure improvement projects related to roadways, sidewalks, sanitary sewers, water distribution systems, and stormwater management/collection systems;
- Prepares letters and manages roadway and utility infrastructure projects.
- Assist Procurement in the preparation of Requests for Proposals and Requests for Quotes for consultants to prepare engineering studies, reports, bid documents, and construction oversight.
- Evaluate and review plans and proposals drafted by contractors.
- Offer recommendations for utility and roadway improvements.
- Prepare project cost estimates, and assist with procurement for engineering projects as well as when seeking/implementing grant projects.
- Assists with the implementation of the City’s utility assets management plan to coordinate utility improvements with scheduled improvements, including coordinating with DPW operations staff.
- Performs investigations related to public utilities, pavements, sidewalks, curbing, or other roadway elements.
- Reviews site plans submitted to the City by contractors, developers, consultants, etc. to confirm compliance with applicable Federal, State, and City Standards.
- Collects GIS data related to roadway and utility assets.
- Assists with inquiries and tasks from other City entities such as Water and Sewer Commission, Community Development Board, Zoning Board of Appeals, other DPW Divisions and others.
- Assists with coordination and collaboration with government agencies and officials, design professionals, and others on roadway or utility-related projects.
- Research requests from utilities, designers, developers, homeowners, etc. for utility, property and right-of-way information.
- Prepare applications for and manage funding from public sources such as Chapter 90 and MWRA and identify and secure other funds to complete project funding.
- Inspect construction work done by private contractors and utility companies for adherence to engineering standards and/or contract specifications.
- Manage and report construction work done by city contractors for payment(s) due based on periodic pay applications.
- Performs other duties, and tasks, and assignments by the Assistant City Engineers and City Engineer.
EDUCATION AND EXPERIENCE:
- Education - Minimum High School diploma; Associate's or Bachelor's degree is preferred.
- Experience - Minimum of three (3) years of relevant project management experience required; five (5) or more is preferred.
KNOWLEDGE, SKILLS, ABILITIES:
- Knowledge:
- General knowledge and understanding of project management is required from project implementation to close out including but not limited to budgeting, scheduling, coordinating, funding, contracting, documenting, problem solving, and communication.
- Familiarity with MWRA, MassDOT, ADA/AAB, DCR, DEP, EPA, and other relevant state and federal agencies and their respective rules and requirements including reporting.
- Knowledge related to roadway layouts and jurisdictions, including private ways.
- Skills:
- Skills with typical tools and methods of civil engineering and land surveying such as tape measures, levels, rods, GPS data collection, soil evaluation, material evaluation, surface evaluation, and plan research.
- Proficiency with Microsoft Word, Excel, and Access, including preparing engineering reports and calculations.
- Abilities:
- Strong ability to work independently and troubleshoot issues as they arise. Perform highly detailed work on multiple, concurrent tasks, under intensive deadlines.
- Strong ability to take the ownership role on municipal projects and lead multiple projects from concept to completion. Strong ability to proactively plan for meeting municipal permitting requirements.
PHYSICAL REQUIREMENT:
While performing the duties of this position, an employee is regularly required to sit, talk or hear, in person and by telephone, use hands to finger, handle, feel or operate standard office equipment, (such as calculators, copiers, and personal computers) and reach with hands and arms. Specific vision abilities required by this job include close vision and the ability to adjust focus to ready and use typically used tools such as shovel, level, measuring tape as necessary during the work assignment.
WORK ENVIRONMENT:
Standard indoor office environment and field work. The noise level in the work environment is usually low to moderate. Expect to work outside in all weather conditions. Expect to lift moderate weight.
