Required tasks include primary interface for RFx response activities, develop executive summaries, win themes, feature/benefits, discriminators, analyze proposal to
determine delivery specifications and preparation outlines, analyze the RFx requirements and provide direction regarding compliance with statutory, regulatory,
and business guidelines. Create author compliance proposal plan, develop writing instructions for authors, plan, and conduct proposal kickoff meetings,
manage the execution of the proposal development plan, contribute to, and write executive summaries, establish document version control methods, create
document red team review directions and procedures, manage review, and edit cycles, coordinate the final assembly and delivery of proposal, review final
proposal for compliance and responsiveness. Manage the proposal process in a virtual collaboration by internationally disbursed teams.
Responsibilities:
The Business Proposal Specialist is a proactive leader with a minimum 10 years of proven experience managing proposals for both public sector (Federal, State, and Local) and commercial clients, with a strong focus on the public sector. As a key member of the Proposal Management Team, you will drive the delivery of high-quality, competitive proposals for U.S. and Canadian public and commercial markets. You will collaborate closely with Sales Representatives and cross-functional teams-including engineering, contracts, legal, and other business units-to ensure every submission aligns with client needs and Oracle's business goals.
As part of the Proposal Management Team, provide direct proposal management support for the delivery of high quality, competitive Proposals the Public and Commercial sector arena in the U.S. and Canada. Work closely with the Sales Reps, as well as other Teams (e.g., engineers, contracts, legal, other lines of business, etc.).
In this role, you will be responsible for driving the end-to-end proposal development process, ensuring high-quality, compliant, and competitive submissions. You will collaborate with cross-functional teams and provide expert guidance throughout every phase, from initial strategy to final delivery.
Responsibilities include but are not limited to:

Strong communication and leadership skills and critical analytical thinking, coaching/mentoring to help influence proposal content, including creative direction is mandatory.

Act as the primary interface for RFx response activities, leading proposal responses on complex direct RFx's and supporting partners on indirect deals.

Formulate vision, strategy, and process for the proposal with sales, etc.

Lead and manage virtual/Web-based meetings with a large number of Team members.

Develop proposal compliance development plans, proposal preparation instructions, develop writing instructions for authors, plan, and conduct proposal kickoff meetings, manage the execution of the proposal development plan.

Prepare and conduct kick-off meetings to discuss overall messaging, flow, and common themes, and conduct regular status calls with all contributors/authors of critical sections. Manage to the compliance development plans.

Develop win themes, feature/benefits, and executive summaries for all RFx's (direct or indirect).

Develop red team review directions and procedures and debriefs. The proposal manager must be experienced in conducting their own red team review (as the evaluator) of the proposal to determine compliance, responsiveness, winning story, etc.
Oversee the final assembly and submission of proposals, ensuring every detail meets compliance, responsiveness, and Oracle's internal standards. Rigorously review each proposal to guarantee alignment with client requirements and adherence to all internal policies and procedures

US: Hiring Range in USD from $41.83 to $85.63 per hour; from: $87,000 to $178,100 per annum. May be eligible for equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

Paid sick leave: 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
