Accountant

GENERAL STATEMENT OF DUTIES: The Accountant is responsible for entering and ensuring the accuracy of all accounts payable activities for the department into the Massachusetts Management Reporting & Accounting System (MMARS) as well as monitoring incoming invoices and vendor payment inquiries, overseeing and reporting on the Community Justice Support Center (CJSC) budget, coding and processing inmate medical claims, and tracking expenditures by vendor and department. Additionally, the Accountant performs related duties such as explaining services, policies, rules, and regulations to employees and other agencies.

SUPERVISION RECEIVED: Works under the general supervision of the Assistant Superintendent of Finance, CFO, who provides instruction and guidance, assigns work and reviews performance through oral and written reports for adherence to policy and conformance with rules and regulations of both the Franklin County Sheriff’s Office and the MA State Comptroller’s Office.

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Prepares, submits and relates necessary information and reports to appropriate staff and other governmental agencies. Files material such as transaction forms, correspondence, reports, etc. in accordance with a prescribed classification system. Prepares and enters standardized forms into the Commonwealth’s computerized fiscal system according to detailed procedures. Prepares reports and maintains accounts and records such as cash receipts, registers, budgetary control, tracking spreadsheets from multiple software systems of the Commonwealth, etc. to reflect financial status of the department. Prepares requisitions according to standard procedures in order to replenish supplies. Confers with suppliers of goods and/or providers of services to explain state/agency rules, policies and accounting procedures governing payment and related financial transactions. Performs other related fiscal duties, such as: reconciling bank accounts, inmate accounts, cash receipts and expenditures. Operates various office machines such as calculators, copiers, desktop computers (PC’s), etc. Coordinates with other Finance employees to maintain financial responsibilities. Required to learn other finance office duties and responsibilities to both fill in another position when needed or complete additional duties if and when duties are changed between finance personnel.

REQUIRED QUALIFICATIONS: Bachelor’s degree or equivalent with at least four (4) years of experience or a combination of education, training, and experience which provide the knowledge and skills for the assignment. Previous experience with Commonwealth of MA accounting procedures. Knowledge of the principles and practices of encumbrance accounting. PC literacy with demonstrated knowledge in Google Suite and Microsoft Office, specifically, Microsoft Word and Excel. Ability to master new software systems as they are implemented. Ability to perform mathematical calculations using formulae to solve accounting problems. Ability to prepare general reports. Strong organizational skills. Ability to work with minimal supervision. Knowledge of the English language including spelling, word meaning and word usage. Excellent communication skills (both oral and written). Regular and predictable work attendance. Ability to act calmly, make decisions and act quickly in emergency and dangerous situations. Ability to maintain harmonious working relationships with others. Ability to interact with people who are under physical and/or emotional stress. Ability to establish and maintain rapport with persons from different ethnic, cultural and/or economic backgrounds. Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities. Ability to adapt to varying work situations. Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations. Ability to maintain accurate records, determine proper format and procedure for assembling items of information and prepare reports. Possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator’s License.

ADDITIONAL INFORMATION:

Shift: Monday – Friday (37.5 hrs)

Salary Range: $68,628.04 - $86,456.88

Grade: 18

Fringe Benefits: Full fringe benefit entitlements in accordance with State Personnel Policies.
