Human Services Research Institute (HSRI) is seeking a full-time Project Manager II to join our Population Health team. The Population Health team builds data systems to collect, analyze, and report health care data to improve the quality of health information available for research, policy, and practice. Our data helps health policy makers improve population health and health care delivery and aids consumers in choosing where they receive care.
The Project Manager II position will direct the planning, operation, and growth of leading-edge health data projects that use data to transform health care across the nation. This role is responsible for working simultaneously on more than one project within a cross-functional team – including public health experts, data engineers, data scientists, research associates, project managers, and subject matter experts – to achieve project goals and deliverables on time and on budget. This role is expected to strategically and tactfully determine resolutions to issues as they arise without direction, and anticipate consequences of actions, potential problems, or opportunities for change. Additionally, the Project Manager II will provide leadership in project management by planning, directing, and coordinating complex project activities for major project functions, and manage and direct all phases of the project to ensure the goals and objectives are accomplished within the prescribed timeframe and budget.

What We’re Looking For
The Population Health team is looking for an individual who thrives in a fast-paced environment, works collaboratively, and respectfully engages with diverse perspectives. The ideal candidate can build trusted relationships with state-agency clients, community organizations, and other health care partners; understand their goals and challenges; recommend practical solutions; and partner with internal teams to deliver high-quality results on time and within budget.
Responsibilities
- Direct the strategic planning of multiple health care databases through the development and implementation of effective strategies for state-level health data collection, release, and analysis
- Develop project strategies and provide direction and oversight to ensure that team members are working within the scope of the project
- Monitor and manage project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications, including budget expenditures
- Serve as the primary point of contact for clients, subject matter experts, and other partners during the lifetime of a project
- Work with clients to address public policy questions and the implementation of legislative requirements
- Use project management tools and techniques to develop and maintain workplans and timelines for multiple projects in consultation with all project management team members
- Facilitate the development of detailed reports to keep clients and key partners up to date on progress, issues, and outcomes
- Create documentation procedures for handling changes in project scope
- Support the team in developing deliverables, including drafting written deliverables (e.g., narrative project descriptions, action plans, topic briefs), slide decks, spreadsheets, tables, business requirements, and analytic plans
- Explore and implement best practices and standardized processes to ensure operational efficiency and scalability
- Evaluate, coordinate, and guide project activities to ensure compliance with federal and state laws and regulations
- Serve as technical support in project-related areas
- Clearly communicate implications to team and clients and how projects relate to other projects
- Oversee consultant and contractor activities
- Prepare responses to grant applications and requests for proposals (RFPs)
- Develop and manage contracts
Minimum Qualifications
- Bachelor’s degree or equivalent with a minimum of 7-10 years’ related experience, or master's degree with 2-4 years
- Knowledge of, or interest in, U.S. health care policy, state government role in health care, multi-payer databases, public health care payers, claims processing, and/or claims data analytics
- Clear and direct communication skills, including the ability to concisely articulate – verbally and in writing – ideas, concepts, thoughts, and perspectives to a variety of internal and external audiences, at various levels throughout the organization
- Highly proficient in collaborating with project end-users, business partners, and technical team members to deliver high quality deliverables and services
- Demonstrated ability to serve as a subject matter resource and provide guidance to business partners and project teams
- Demonstrated ability to provide leadership, set direction, and align project teams and business partners around project goals
- Able to proficiently use Microsoft Office Suite, including Excel and Project
- Advanced knowledge of project management methodology
- Outstanding grasp of information technology concepts and processes
- Excellent leadership, and interpersonal, communication, and presentation skills
- Meeting facilitation skills, including the ability to clarify complex ideas and broker consensus among disparate stakeholders
- Excellent time management skills, with the ability to self-regulate and prioritize tasks appropriately
- Ability to manage responsibilities independently, meet agreed-upon timelines, and produce accurate, high-quality work
- Promote teamwork and team-building
- Able to delegate work and oversee others’ deliverables production
Desired Qualifications
- Project Management Professional (PMP) Certification from the Project Management Institute (PMI) or other industry recognized certifications preferred
- Familiarity with Smartsheet, Jira, Confluence, and other project management tools preferred
- 2-4 years’ supervisory experience preferred
- Familiarity with the State of Maine health care system
Location
This is a remote position with an option to work from our Cambridge, MA, office, which is accessible by public transportation. HSRI does not permit remote work arrangements based in the U.S. Virgin Islands, Puerto Rico, and outside the United States. Must have unrestricted authorization to work for any employer in the U.S. We are unable to sponsor or take over sponsorship of an employment visa.
Hours
- Full-time, Monday-Friday, 40 hours per week
- This position allows flexibility in core hours

Salary Range
$74,600-$110,975
Pay is commensurate with skills and experience.
