The Massachusetts Health Policy Commission (HPC) seeks an attorney with health care and/or transactional experience to oversee reviews of potential health care transactions such as mergers and acquisitions to assess the impact on health care costs and market functioning, quality and care delivery, and health care access and equity. The attorney will also contribute to the agency’s overall policy and research agenda to increase transparency around health care market functioning and to improve the performance of the Massachusetts health care market in delivering high-quality, cost-effective, equitable care.
This is a terrific opportunity for a motivated attorney with subject matter expertise in health care transactions and an interest in improving health care market functioning to contribute to the nation-leading work of the HPC on behalf of all residents of the Commonwealth.The attorney will join a talented team of analysts, policy experts and attorneys in the Market Oversight and Transparency (MOAT) department who have helped craft the HPC’s first-in-the-nation Material Change Notices (MCN) and Cost and Market Impact Review (CMIR) processes. The attorney will report to the Director of Market Oversight and Monitoring. Duties of the position may include, but are not limited to:
- Managing reviews of Material Change Notices (MCNs) and Cost and Market Impact Reviews (CMIRs), and other market changes in close collaboration with HPC leadership.
- Engaging with market participants and stakeholders, including Massachusetts providers looking to make transactional changes, through meetings and requests for necessary data and information;
- Reviewing transaction documents and other confidential materials;
- Leading a project-based team comprised of HPC staff and external consultants;
- Overseeing analyses of potential cost, market, quality, access, and equity impacts of health care transactions, and collaborating with HPC staff and external consultants to refine results;
- Drafting and editing CMIRs and other market monitoring reports;
- Preparing and overseeing the development of other analyses and written work products related to health care market functioning;
- Presenting findings to colleagues, HPC leadership, and the HPC’s Board of Commissioners; and
- Providing departmental support with training new staff, procurements for external consultants, acquisition and management of data sets, and responses to public records requests.
- A JD from an accredited law school
- Candidates must be eligible to work in the United States.
- At least 3 years of relevant full-time or equivalent part-time professional experience that has equipped the applicant with the competencies, knowledge, skills, and abilities to succeed in the position;
- A working knowledge of the Massachusetts health care landscape and familiarity with key stakeholders, including state agencies, provider organizations, and payers;
- Experience with mergers and acquisitions, business transactions, contract analysis, and/or antitrust law;
- Excellent communication and relationship management skills, including experience facilitating complex and potentially adversarial discussions with stakeholders;
- Excellent analytic and writing skills, including the ability to interpret and distill complex information into succinct products, and to tailor communication for various audiences;
- Experience managing complex, high-profile matters, including effective communication regarding sensitive matters and management of confidential information;

Salary Range
$90,000-$110,000 annually
Salary is commensurate with experience. The HPC may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected. Benefits
