Position Summary

Roxbury Community College (RCC) seeks a mission-driven, analytical, and strategic Sourcing & Auxiliary Services Manager to support the College's financial sustainability, operational excellence, and compliance framework.

Reporting to the Director of Finance Planning & Analysis, this position provides leadership and oversight for strategic sourcing, public procurement compliance, expense management system administration, and auxiliary service contract management. The role ensures adherence to Massachusetts General Laws Chapter 30B, Operational Services Division (OSD) policies, COMMBUYS requirements, Massachusetts Comptroller Internal Control Plan guidelines, and public records retention standards.

The Manager also oversees key auxiliary services including dining, vending, bookstore, copy center, mailroom, shipping/receiving, property control, and surplus management, ensuring vendor performance, financial accountability, regulatory compliance, and service excellence aligned with RCC's institutional priorities.

Strategic Sourcing & Public Procurement Compliance

  • Lead competitive procurements including RFRs, RFPs, RFQs, IFBs, and bids in accordance with:
    • Massachusetts General Laws Chapter 30B
    • Operational Services Division (OSD) policies
    • COMMBUYS procurement requirements
    • Statewide contracts and Supplier Diversity regulations
  • Develop bid specifications, evaluation criteria, scoring matrices, and contract documentation.
  • Ensure compliance with Supplier Diversity and SDVOBE participation requirements.
  • Maintain complete, audit-ready procurement files in accordance with public records retention laws.
  • Conduct spend analysis and implement sourcing strategies to maximize value, cost efficiency, and operational effectiveness.
  • Monitor vendor performance and contract compliance; recommend corrective action when necessary.
  • Deliver campus-wide training on procurement regulations, purchasing policies, and internal controls.
  • Develop and maintain procurement manuals, SOPs, and expense management procedures.

Expense Management System Administration

  • Serve as functional administrator for the College's expense management system (e.g., TeamPay).
  • Configure and manage approval workflows consistent with RCC's Internal Control Plan.
  • Monitor purchasing card compliance and expense policy adherence.
  • Generate audit-ready financial reports and documentation.
  • Provide training and technical support to campus users.
  • Ensure segregation of duties and compliance with Massachusetts Comptroller guidelines.

Financial Management & Auxiliary Services Oversight Auxiliary Contract Management

Provide procurement and contract oversight for auxiliary services including:

  • Bookstore
  • Dining Services (Caf, Catering, Vending)
  • Reggie Lewis Center Concessions
  • Copy Center
  • Mailroom & Shipping/Receiving
  • Transportation Services
  • ID Card Services

Responsibilities include:

  • Leading RFP processes for auxiliary contracts.
  • Reviewing contracts for compliance with MA public procurement laws.
  • Monitoring commissions, subsidies, revenue-sharing agreements, and vendor reporting.
  • Conducting regular vendor performance meetings and service assessments.
  • Ensuring service delivery meets contractual, financial, and institutional standards.

Operational Oversight

  • Oversee financial and operational management of mail distribution, package delivery, shipping/receiving, loading dock operations, and copy center services.
  • Manage asset inventory programs, State surplus property processes, recycling of electronics/furniture, and secure records destruction compliance.
  • Ensure compliance with USPS, UPS, FedEx, and other shipping vendor regulations.
  • Coordinate with Federal and State agencies including USPS, the MA Comptroller's Office, Operational Services Division, State Surplus Office, and State Records Management.
  • Support operational continuity planning and coverage coordination.
  • Oversee college-wide in-house printing projects to ensure completion within established timelines and budget parameters.

Budgeting, Forecasting & Financial Reporting

  • Support annual budgeting and forecasting for auxiliary operations.
  • Prepare and manage operating budgets for mailroom, copy center, food service oversight, and other auxiliary functions.
  • Track expenditures and prepare budget requests for supplies, maintenance, and equipment leasing.
  • Develop KPIs and dashboards to assess vendor performance and auxiliary financial health.
  • Conduct revenue tracking, reconciliation, and financial analysis.
  • Assist with internal audits, state audits, and compliance reviews.
  • Ensure adherence to RCC's Internal Control Plan and Massachusetts Comptroller standards.

Requirements:

Minimum Qualifications

  • Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, Supply Chain Management, or related field.
  • Minimum five (5) years of progressively responsible experience in public procurement, strategic sourcing, financial analysis, or auxiliary services management.
  • Demonstrated knowledge of Massachusetts General Laws Chapter 30B and OSD procurement requirements.
  • Experience utilizing COMMBUYS or comparable public procurement systems.
  • Experience administering financial or expense management systems.
  • Knowledge of internal controls, audit compliance, and public records retention requirements.
  • Experience managing vendor contracts, RFP processes, and performance monitoring.
  • Strong analytical, organizational, and communication skills.

Preferred Qualifications

  • Master's degree in Finance, Business Administration (MBA), Public Administration (MPA), or related field.
  • Experience in Massachusetts public higher education or public sector finance.
  • MCPPO, CPPO, or CPPB certification (or willingness to obtain within one year of hire).
  • Experience overseeing auxiliary services operations (dining, bookstore, mailroom, copy center, transportation).
  • Experience conducting spend analysis and implementing cost-saving strategies.
  • Experience supporting internal or state audits.
  • Demonstrated commitment to supplier diversity and inclusive procurement practices.
