Human Resources Coordinator
General Description
Reporting to the Executive Director, the Human Resources Coordinator is responsible for all Human Resource Department functions, including but not limited to, recruitment, on-boarding, benefit enrollments, worker’s compensation reporting, employee relations, and performance management. Enforces policies, procedures, and maintains required documentation. Coordinates the resolution of specific policy-related and procedural concerns and inquiries.
PRINICIPAL RESPONSIBILITIES:
1. Administrator of CORI, Worker’s Compensation, Deferred Compensation, the GIC Magic System, Harpers Time, and Attendance, Delta Dental, Flexible Spending and Dependent Care Portals through the TASC website
2. Enrolls and terminates as necessary all employees in all offered benefits of the Quincy Housing Authority and also for its managed agencies.
3. Enrolls and terminates employees in the City of Quincy’s Contributory Retirement System, Norfolk County Retirement System and Plymouth County Retirement System
4. Processes Retirement applications and Disability Retirement applications.
5. Processes and completes employee applications for Long Term Disability Claims.
6. Process and make determinations regarding Applications for Family Medical Leave under the FMLA
7. Enters worker’s compensation claims in the worker’s compensation portal and work with adjusters regarding billing and claims.
8. Oversees all transactions related to insurance benefits program and resolves administrative problems with insurers.
9. Responsible for onboarding all new employees of the Quincy Housing Authority and it’s managed agencies.
10. Responsible for recruitment efforts for all exempt and non-exempt staff and temporary employees.
11. Creates and updates job descriptions as needed.
12. Assists the Executive Director in the interviewing process of all applicants.
13. Create and maintain employment and staff records, ensuring compliance with legal requirements.
14. Performs other duties as may be assigned by the Executive Director
KNOWLEDGE, SKILLLS AND ABILITIES
1. Computer literacy and ability to work with word processing, spreadsheet, database, and computer aided presentation programs.
2. Good working knowledge of English grammar and spelling and ability to compose correspondence with little or no guidance.
3. Skill in organizing and presenting data and information clearly and concisely, both orally and in written reports.
4. Ability to develop technically complex materials, such as narrative information for submission to governmental agencies, computer-aided presentations, and spreadsheets reports.
5. Ability to prepare and use statistical data and interpret data for others.
6. Knowledge of Authority policies and procedures.
7. Familiar with the Authority’s employee benefits programs and Personnel Policy.
8. Familiar with the Authority’s reference library and records management system.
9. Ability to organize complex and changing workload effectively.
10. Good customer service: ability to deal effectively and sensitively with the public, other agencies, tenants, and staff.
11. Ability to maintain confidentiality of private information.
12. Working knowledge of Equal Opportunity Affirmative Action and Fair Housing regulations
13. Ability to work in an office environment, use office equipment, retrieve, and replace files, records and reference materials in file cabinets and other storage areas.
TRAINING AND EXPERIENCE
High School diploma and at least two years of college education in a Human Resources related field is preferred. Prior experience in the housing industry a plus.
Hourly rate- $26.96
