Inspection Program Manager (Administrator V)

Position Summary

The Inspection Program Manager serves in a management role with substantial policy-making authority over the Commonwealth's vehicle inspection program. This position formulates, determines, and implements policies and procedures affecting 1,817 inspection stations, 7,595 licensed inspectors, 9,000 school buses, 490 school bus companies, 7,628 licensed 7D operators, and 700 certified instructors. The program manager exercises independent judgment in establishing departmental policies, operational standards, and compliance protocols that directly impact public safety across Massachusetts. The position supervises a field staff of 5 supervisors and 29 investigators, plus 3 office support staff.

Duties and Responsibilities

Policy & Procedure Formulation and Strategic Planning

  • Formulates and establishes policies, procedures, and operational standards governing the Massachusetts Vehicle Check Program, school bus & 7D school pupil transportation inspection programs

  • Develops and finalizes departmental policies regarding:

    • Inspection station audit protocols and compliance standards

    • Inspector licensing qualifications and certification requirements

    • School bus and 7D safety standards and inspection procedures

    • Enforcement policies and disciplinary guidelines

    • Customer service standards and operational protocols

  • Determines program priorities and resource allocation strategies through long-range planning to ensure efficient implementation of vehicle safety objectives mandated by state laws and RMV regulations.

  • Issues inspection departmental notices, bulletins, and general orders establishing new policies, modifying existing procedures, or clarifying regulatory interpretations for field staff and regulated industries.

  • Reviews and revises existing inspection program policies on a regular basis to assess effectiveness, identify necessary updates, and determine improvements based on operational data, industry feedback, and emerging safety concerns.

  • Establishes standards and criteria for consistent enforcement actions, violation assessments, and disciplinary measures across all regions, ensuring equitable application of RMV laws.

Resource Management and Fiscal Planning

  • Evaluates and determines staffing needs, organizational structure, and deployment strategies for inspection field operations covering all regions of the Commonwealth.

  • Recommends decisions regarding the allocation of personnel, and fiscal resources to maximize departmental efficiency and achieve safety objectives.

  • Develops and implements training programs, performance standards, and evaluation systems that support organizational goals and employee development.

  • Recommends priorities for technology investments, and operational improvements within budgetary constraints.

  • Formulates strategies to address staffing challenges, workflow bottlenecks, and operational inefficiencies affecting service delivery.

Contract and Vendor Policy Management

  • Establishes compliance standards and performance expectations for Opus, Inc., the network contractor for the state motor vehicle inspection program.

  • Coordinates closely with Dept of Environmental Protection in managing the vendor

  • Determines enforcement actions and contractual remedies when vendor performance fails to meet established standards.

  • Formulates policies governing the relationship between the RMV and school pupil transportation providers as it relates to inspections and audits, and inspection stations.

  • Develops audit protocols and compliance requirements for vendors and contractors to ensure adherence to safety and security standards.

Enforcement and Adjudication Policy

  • Establishes guidelines for consistent application of enforcement actions, violations, and disciplinary measures across all regions and staff.

  • Determines final disposition of violations, hearing results, suspensions, and disciplinary actions with authority to approve or modify recommended actions.

  • Formulates hearing procedures and adjudication standards to ensure due process and consistency with MGL c.90 s.9 requirements.

  • Develops criteria for evaluating violation severity, considering factors such as violation history, public safety impact, and licensee intent.

Daily Operations & Stakeholder Engagement

  • Represents the department in policy discussions with external stakeholders, regulatory bodies, and industry associations as assigned.

  • Maintains strong working relationships with NESSARA, the inspection station industry association as well as with other states that have safety inspection programs.

  • Manages the procurement, distribution, and inventory of vehicle inspection stickers statewide, ensuring adequate supply levels are maintained at all times to prevent inspection station shortfalls and program disruptions.

  • Serves as a primary point of daily contact for a broad range of stakeholders including inspection stations, school bus operators, 7D transportation providers, law enforcement agencies, and the general public, providing guidance, resolving issues, and responding to inquiries in a timely and professional manner.

  • Collaborates with legislative liaisons and responds to constituent and legislative inquiries on behalf of the RMV, providing accurate program information, preparing informational briefings, and supporting the agency’s legislative outreach efforts related to the inspection program.

Pre-Hire Process

A finalist for this position must be able to pass a comprehensive background check including a criminal record check, Department of Revenue (DOR) check, and employment references.
