Chief Financial and Accounting Officer

PURPOSE
Reporting to the Executive Director, the Chief Financial and Accounting Officer is responsible for the financial management of the Cannabis Control Commission, including but not limited to budget management, staff supervision, preparation of the annual budget request for the Executive Office for Administration and Finance (ANF), expenditures and revenue forecasting, all Commission transactions through the Massachusetts Management Accounting Reporting System (MMARS), procurement actions, and oversight of implementation of budget plan.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- "Hands-on" daily management of MMARS activity and all business activities according to State Comptroller (CTR) recommendations, regulations, policies, and laws.
- Responsible for the Commission's annual budget development.
- Works closely with Executive Director and Division Chiefs to develop, review, and submit annual budget to the Executive Office of Administration and Finance.
- Reviews final Agency budget with Commission's Treasurer and presentation to Commissioners prior to submission to EOANF.
- Monitors and analyzes the Commission appropriations and revenue estimates throughout the course of the fiscal year to determine potential surpluses or deficits and take corrective actions.
- Develops procedures to ensure the proper accountability of all Commission appropriations in accordance with Massachusetts General Law, the Code of Massachusetts Regulations, and Generally Accepted Accounting Principles (GAAP).
- Liaisons with CTR, ANF, and other state agencies to resolve payment issues, fund transfers, vendor issues, and audit questions, if needed.
- Develops, implements, assesses, and improves the Commission's procurement process;
- Regularly reviews and monitors divisions' budget performance and offers recommendations for level setting when necessary.
- Review of financial internal controls and submits recommendations for the ED.
- Responsible for reviewing all requisitions, purchasing, lease orders, contracts, and Request for Responses, Proposals, or Qualifications to determine compliance with Commonwealth purchasing regulations and policies.
OTHER DUTIES AND RESPONSIBILITIES
- Collaboration with other Departments to support and facilitate budget execution.
- Support regulatory and policy decision making with financial data and/or advice.
- Serves as primary contact to Division Chiefs regarding budgetary matters.
SUPERVISORY RESPONSIBILITIES
- Direct daily supervision of Commission's finance and accounting personnel.

- Knowledge of Commission's mission, vision, and goals;
- Excellent management, administrative, and communication skills.
- Adept at presenting information in an accurate and concise written and spoken format.
- Proficient at executing self-directed projects and research.
- Knowledge of Commonwealth procurement policies and regulations.
- Effective interpersonal skills.
- Ability to think critically and strategically.
- Strong computer skills (i.e., Word, Excel, Access).
- Strong planning and organizational skills.
- Comfortable working independently, as well as with teams.
EDUCATION AND EXPERIENCE
- Bachelor's degree in business, public policy, or a related field from an accredited institution of higher education required; MBA or master's degree preferred.
- Experience working with people from diverse cultural and ethnic backgrounds.
- Public sector financial management experience preferred.

This position is non-civil service. This position is an exempt position.
