This role involves analyzing and redesigning survey strata and methods, evaluating impacts of marine development, and coordinating alternative strategies with industry and scientists for the Northeast Fisheries Science Center (NEFSC)

This opportunity places you at the heart of marine science, working within the Population and Ecosystems Monitoring and Analysis Division (PEMAD), specifically the Ecosystem Surveys Branch (ESB).
Our team plays a vital role in collecting and analyzing survey data that informs the sustainable management of U.S. marine resources. As offshore development expands, the need for flexible, science-based approaches to fisheries surveys is more urgent than ever. Through the redesign of survey strategies, data analysis, and coordination with stakeholders, you’ll help ensure NEFSC's ecosystem monitoring remains robust and scientifically sound.
@Orchard is actively seeking an experienced Survey Data Analyst to support the evaluation of survey strata, alternative sampling methods, and the impacts of marine development on fisheries monitoring. In this role, you’ll collaborate with federal scientists and regional partners to assess data quality, refine sampling designs, and present findings through technical documents, reports, and presentations.
This position offers a unique opportunity to blend ecological knowledge, data science, and stakeholder engagement in the service of sustainable seafood production, stock assessment, and marine conservation.
Key Responsibilities
As a Data Analyst, your primary responsibilities will include:
- Evaluating survey strata modifications and alternative survey methods and station allocation designs in the survey domain (Greater Atlantic Region), including within marine development areas.
- Assessing the impacts of various survey designs and marine development preclusion might have on data quality for the fisheries stock assessment process, and support the scientific needs related to sustainable seafood production and protected species conservation, and recovery programs.
- Evaluating and addressing the impacts of pending marine development or other changes needed to NEFSC surveys and stock assessments.
- Coordinating with regional scientists, fishing industry representatives, and survey scientists to formulate alternative sampling strategies.
- Presenting findings in both written and oral formats as needed.
- Communicating scientific results with manuscripts, technical memorandums, reference documents, and presentation materials.
Required Experience and Qualifications:
Ideal candidates will possess the following qualifications:
- Bachelor’s degree in a field directly related to the task requirements.
- Minimum of 2-3 years of experience in the field or in a related area or of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree.
- Served as a researcher or member of a research team performing research on fisheries or related resource management.
- Advanced experience with fisheries-independent survey design/methods.
- Experience analyzing complex (i.e., fisheries) data sets.
- Experience writing scientific papers for publication.
- Experience in preparing summary reports.
- Experience with GIS data applications.
- Current MS Office and Google Workspace skills
- Hold a valid Real ID state driver’s license with the ability to operate a Federal motor vehicle.
- Proficient with PHP, PL/SQL, R, ArcGIS, and/or other programming languages and Oracle database systems.
