About the Role:
The Director of Broadband and Digital Equity will join EOED's Economic Foundations team to lead the implementation of all Broadband and Digital Equity initiatives in collaboration with the Mass Broadband Institute at Mass Technology Collaborative, supporting the Commonwealth's economic development goals and strategies. Duties vary and may include overseeing the policy of how the $400M of federal funding will be implemented, overseeing the implementation of programs and initiatives that provide pathways to access and closing the digital divide. This position will ensure broadband and digital equity for residents statewide providing a strong economic foundation for the Commonwealth.
Duties and Responsibilities: (these duties are a general summary and not all inclusive):
- Serve as a policy lead for Broadband and Digital Equity as we oversee the implementation of $400M of federal funding for Broadband, working collaboratively with MBI, EED, federal agencies and stakeholders. Support the implementation of all cell service initiatives.
- Oversee the implantation of all Broadband and Digital Equity programs, overseeing the work of MBI. Ensure all programs are performing and achieving the vision for Broadband and Digital Equity. Coordinate with Finance and Compliance teams to ensure all deadlines are hit for federal requirements. Oversee the work of the Special Advisory and Chair of the MBI board.
- Coordinate with key stakeholders, attend events, speak on behalf of the administration as it pertains to Broadband and Digital Equity and cell service.
- Assist in developing briefs, summaries, presentations, and other office reports used for both internal and external communications. Includes data/info requests from Secretary, other EOED Executive staff, and/or the Governor's office.
- Prepare and submit timely reports and presentations in support of project development as well as project management as requested.
- Performs other duties as assigned.
Preferred Knowledge, Skills, and Abilities:
- Experience or knowledge of economic development initiatives, particularly broadband and digital equity initiatives (not required, but preferable).
- Experience with project management, implementation of federal funds.
- Excellent written and oral communication skills.
- Interactive and relationship-building skills with an ability to effectively present information and respond to questions from governmental officials, the general public, consultants and external stakeholders.
- Experience working with various project constituencies, including government agencies, citizen and community groups, private sector business and nonprofit organizations.
- Familiarity and/or knowledge of federal, state or local economic development programs, incentives and policy initiatives as well as governmental regulations regarding land-use.
- Ability to work independently and in a team-based project management environment.
- Ability to perform effectively in a fast-paced environment
- Preferred candidate is enthusiastic, self-directed, creative problem-solver and passionate about community economic development
- Must have strong computer skills in standard productivity software (Excel, Word, PowerPoint, etc.)

Qualifications MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
