This position offers some flexibility of location within the current hybrid work model.
The Audit & Fiscal Compliance Monitor ensures that funding awarded by EEC through this grant is spent according to the requirements of the grant, the terms and conditions of the contract, and according to the applicable regulations of the state oversight agency (Office of the State Comptroller, OSC) as well as federal regulations. The Audit & Fiscal Compliance Monitor will be responsible to review grantee budgets and expenditures to ensure that the requirements of the grants are met. In addition, the Audit & Fiscal Compliance Monitor reviews the contractor’s management procedures and internal controls to ensure compliance with the Generally Accepted Accounting Procedures (GAAP) and all relevant state and federal regulations. This position requires the person to have access to a vehicle and travel for approximately 80% of the time.
Key Responsibilities
Under the supervision of the Audit and Fiscal Compliance Manager, the Audit & Fiscal Compliance Monitor will conduct the following job duties :
Participates in a risk assessment for the grant funding as well as a monitoring schedule based upon the risk assessment;
Implement a monitoring cycle, conduct monitoring visits, develop monitoring reports, and provide a corrective action plan and follow up with vendors/grantees;
Conduct monitoring reviews based on requirements set forth by state and federal policies and procedures to ensure consistency and compliance;
Track and report on monitoring data including request for funding and payment recovery information;
Draft reports and responses to comply with federal grant regulations to ensure compliance with laws, rules, and regulations;
Provide policy and fiscal technical assistance to providers and grantees;
Communicate with EEC programmatic staff on a regular basis regarding the fiscal status of programs; and
Other related duties as assigned.
Preferred Qualifications:
Bilingual Spanish preferred
Knowledge of the principles and practices of general accounting, the terminology, and standard abbreviations.
Ability to read and interpret financial documents such as financial statements, general ledgers, and journal entries.
Ability to understand, apply, and explain the provisions of laws, rules, regulations, policies, and procedures governing assigned unit activities.
Ability to give oral and written instructions in a precise, understandable manner.
Ability to work independently as well as in a team setting.
Knowledge of the principles and practices of financial and contract management, including planning, organizing, directing, motivating, and decision-making.
Excellent oral and written communication skills.
Ability to gather information and anticipate and analyze difficult situations.
Ability to exercise sound judgment, deal tactfully with others, and to adjust to changing situations to meet changing program need.
Ability to work flexibly and to adjust to delays and changes in schedules.
A sense of humor and a willingness to embrace challenges are essential.
License and/or certification requirements:
Based on assignment, travel is required. Those employees who use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator’s License or equivalent from another state.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required experience.*
II. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required experience.*
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Note: Educational substitutions will only be permitted for a maximum of two years of the required experience.
