The Massachusetts Department of Public Health (DPH), Tobacco Cessation and Prevention Program (MTCP) seeks a Senior Cessation Programs Coordinator (SCPC) who is committed to advancing racial and health equity to oversee strategic goal setting and oversight of all cessation strategies to achieve decreased tobacco and nicotine use among populations disproportionately impacted by tobacco use and exposure.

The SCPC will foster external and internal partnerships for development and oversight of all grant components associated with tobacco treatment activities. The SCPC will lead all MTCP cessation activities and supervise the cessation activities of the Clinical and Community Cessation Coordinators, working through partnerships with internal and external stakeholders including healthcare providers, and contractors. As a member of the MTCP Senior Team, the SCPC will work collaboratively to align cessation activities with tobacco initiatives of the Community Engagement and Prevention programs.

The SCPC will work collaboratively within the Prevention and Wellness Branch to align activities with chronic disease and racial equity efforts across the Branch. In addition, the SCPC work closely with the Bureau of Substance Addiction Services to align tobacco cessation activities with BSAS behavioral health initiatives and will serve as the content expert for all tobacco cessation activities for the Department of Public Health and provide leadership and guidance for all cessation activities.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provide leadership and guidance on all cessation initiatives for MTCP, including existing and new initiatives that address tobacco cessation in primary care and behavioral health clinical settings, community-based settings, and enhancement of cessation treatment services via the MA Quitline, Quitworks, and other promising interventions.
  • Ensure continuous quality improvement in collaboration with all cessation vendor to set performance standards, document outcomes and take action in making changes.
  • Provide leadership in identifying and advancing new policies and partnerships that will expand cessation services and address inequities in cessation outcomes in the Commonwealth.
  • Provide guidance and supervision to the Clinical and Community Cessation Coordinators.
  • Oversee cessation program budgets
  • Work together with MTCP team to contribute to MTCP strategic planning and implementation efforts, racial equity initiatives, and development of new prevention and cessation policies.
  • Provide content expertise to chronic disease and cancer prevention programs within the Branch of Prevention and Wellness and collaborate with the programs in the development of cessation activities.
  • Oversight of CDC funding requirements, including workplan development, grant reporting, and active participation on CDC calls and site visits.

Required Qualifications:

  • Capacity to understand, explain and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
  • Skilled to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
  • Ability to gather information by examining records and documents and by questioning individuals.
  • Potential to assemble items of information in accordance with established procedures.
  • Means to communicate effectively in oral expression.
  • Able to establish rapport with others.
  • Capable to exercise sound judgment.
  • Ability to exercise discretion in handling confidential information.
  • Experience with project development and management.
  • Experience giving presentations for professionals and writing reports.

Preferred Qualifications:

  • Strong understanding of tobacco cessation and evidenced based interventions.
  • Understanding of federal and state insurance policies, return on investment concepts, cost-sharing models, and other policy best practices.
  • Knowledge of health systems and diverse clinical and non-clinical strategies to improve tobacco cessation outcomes with tobacco users, especially those who experience a disproportionate number of barriers to quitting.
  • Demonstrated experience building and facilitating partnerships with various professionals including health care providers and insurers.
  • Demonstrated experience in program development and contract management in tobacco control.
  • Experience with Microsoft Suite (Word, Powerpoint, Outlook, Excel).

Qualifications

Applicants must have at least (A) six years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical), and (B) of which four years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.


Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.

Substitutions:


I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for one year of the required (A) experience.


II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.


Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
