Background :

The Human Performance, OHWS initiative is designed to improve readiness by decreasing injury rates and optimize performance while improving the quality of life for each pilot. OHWS is designed to meet the unique physical needs of rated pilots. Fitness, conditioning, and rehabilitation exercise services are accomplished through a comprehensive, coordinated, multi-disciplinary physical training program with focus on the movement and strengthening of the spinal musculoskeletal system. The purpose of the program is to reduce frequency and severity of injuries and time lost from service, improve long term quality of life, optimize human performance/readiness, and avoid injury prior to occurrence, increase pilot production, and support pilot retention.

Place and Performance of Services :

The contractor shall provide services each workday established on the fiscal year work calendar. This typically amounts to Monday through Friday and one weekend a month, except on recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at Barnes Air National Guard, Westfield, MA. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. Teleworking is not authorized.

Telework :

The Government does not permit the contractor to telework in support of this requirement. In furtherance of Continuity of Operations Planning (COOP), a telework program may be enacted to ensure that the Government's mission-critical 2 Ver. October 2022 operations stay operational during times of national emergency or incidents of national significance. Telework shall be at no additional cost to the Government.

Recognized Holidays :

The following are recognized United States (US) holidays. The contractor shall not perform services on these days:

Mandatory Requirements :
  • Masters of Science in Athletic Training from the Commission on Accreditation of Athletic Training Education, CAATE, accredited institution specifically for “Athletic Trainer.” No other degree will be accepted for this position.
  • NATA Member.
  • Current Licensed Athletic Trainer
  • Cardiopulmonary Resuscitation (CPR) to include Automated External Defibrillator (AED) training/certification.
  • The Athletic Trainer must have experience working with professional and/or collegiate athletes. A minimum of four (4) years’ experience is desired.
  • The Athletic Trainer of must have experience working in an orthopedic outpatient physical therapy clinic. A minimum of three (3) years’ experience is desired.
These qualifications are necessary in order to work with pre-habilitative industrial employees who fall under the jurisdiction of the Federal Employees Compensation Act and the special needs of working with United States DoD fighter aircrew.

Highly Desired :
  • Past experience working with combat related injuries is strongly preferred.
Primary Injury Pre-habilitation :

Evaluate and provide pre-habilitation of all affected aircrew who request the services of the OHWS Specialist. The person providing the services full time shall be either a licensed physical therapist or licensed athletic trainer.

Additional Tasks :

  • Contractor shall be available in person for all normal workdays for aircrew personnel. This would mean availability Mon-Fri during normal work hours (7:30 AM – 4:30 PM), with the flexibility to shift availability schedule to align with aircrew flying schedules (i.e., night flying, drill weekend flying, etc.). Contractor is entitled to all federal holidays. Contractor should be able to adapt to an alternate work schedule (1 day off each 2-week work cycle but still accomplishing 80 hours) to align with the aircrew schedules. A year schedule will be established and sent to the contractor which explains workdays and off days well in advance for scheduling purposes.
  • Provide all forms of “primary” injury (acute and/or duty limiting) prevention services; to include but not limited to physical capacity as well as new member assessments, personnel health education, nutrition advising. Preventative services desired include but not limited to the latest techniques associated with physical therapy, massage therapy, spinal adjustments.
  • At the time of initial aircrew member evaluations, the contract employee shall explain to members the current OHWS capabilities and limitations, describe how care is accessed through OHWS, and brief member which OHWS personnel are best-qualified in the subject areas.
  • Individual Training Plans will be initiated beginning after each members initial assessment and shall include pertinent data such as individual fitness assessment results, physical therapist results, feedback sessions, unique training plans, and any modifications to the plan based on the physical performance status of the aircrew.
  • Provide follow up and revisions, as required, to individual training plans as throughout the year as the member’s situation changes/progresses.
  • Advise management on provision of medical accommodation in accordance with Americans with Disabilities Act (ADA) and Equal Employment Opportunity Commission (EEOC). These services are to include but not limited to: services to meet job requirements from physical capacity assessments, fitness training, and ergonomics.
  • The contractor shall manage aircrew appointment schedules, individual OHWS Specialist work schedules, and reporting of all members who fail to attend their scheduled appointments in writing or E-mail to the COR within 24 hours of the missed appointment. The contractor is responsible for developing a scheduling process that adapts to the needs of the aircrew.
  • OHWS Specialist services are only available for aircrew military members. The contractor will be given a list of individuals authorized under this program.
