Controller
The Controller manages the agency's financial operations in concert with the Chief Financial Officer. The Controller will lead the development of the annual and project budgets, monthly financial reporting, and the preparation of annual financial statements, accurate analyses on financial results, variances, and program-based reporting requirements.
This position will apply strong business acumen to implement and maintain accounting and business systems and related reporting software used to create financial statements, process payments, and develop budget planning models. This position ensures financial data accuracy and compliance with internal policies and procedures, federal and state requirements, and generally accepted accounting practices.
RESPONSIBILITIES
- Administer and coordinate the agency's fiscal affairs in concert with the Chief Financial Officer
- Coordinate all general accounting, management accounting, project-based accounting, grant management, and federal funding and financial compliance, ensuring adherence to and compliance with all applicable generally accepted accounting practices and Massachusetts and federal law
- Supervise members of the finance staff to maintain accurate, timely, and highly effective fiscal data, including journal entries, cash requirements, financial statements, account analyses, and all other financial requirements
- Manage the execution and coordination of the annual financial audit, annual single audit, and any applicable state audits.
- Coordinate the financial planning process and development of the annual budget, periodic forecasting, and variance reporting
- Oversee and coordinate with IT and software vendors as necessary on the implementation, maintenance, improvements, and upgrades of all accounting systems and related reporting software, as well as other programmatic systems and databases as required
- Prepare corporate financial reports and provide periodic analysis and documentation in support of financial statements for executive and division management
- Participate in and coordinate materials for the Finance and Audit Committee and the Board of Directors
- Oversee the monitoring of monthly financial results and comparison against current business objectives and fiscal and federal program budgets, reporting key variances with supportive action plans to management and key program staff
- Participate in development and implementation of programmatic activities to ensure that financial considerations are addressed
- Monitor monthly financial results and compare with current business objectives and budgets, reporting key variances with supportive action plans to senior management and program staff with standardized reports and analysis to improve fiscal management
- Participate in the preparation of federal funding applications, including the development of budgets and financial assumptions, prepare federal financial reports and other required federal reporting, oversee the drawdown of federal funds, and monitor compliance with all application federal requirements
- Prepare and discuss presentations for management on financial planning models, financial results, budgets, forecasts, metrics, and other fiscal areas of focus
- Lead special projects as assigned, including preparation of ad hoc analysis, detailed information requests as well as other fiscal projects and tasks, and represent the finance department on various programmatic and operational working groups
- Perform additional tasks as may be assigned from time to time by the Executive Director, Chief Financial Officer, or their designees.
Requirements
Experience
- Seven to ten years of experience with automated financial systems, budget management, and spreadsheet modeling
- Seven to ten years of progressively responsible experience in staff supervision and project management
- Seven to ten years of experience in developing and implementing documented financial and operational policies and procedures
- Seven to ten years of experience of financial statement preparation
Knowledge, Skills, and Abilities
- Strong knowledge of Governmental Accounting Standards Board (GASB) accounting standards and Massachusetts statutes relative to accounting for public instrumentalities, preferred
- Experience with federal grant submissions and reporting
- Strong interpersonal, communication, and presentation skills
- Ability to identify and implement financial best practices, problem-resolution, and negotiation skills
- Established credibility as a leader who can manage, evaluate, and motivate staff
- Track record of working independently and managing multiple priorities effectively
- Experience in developing proposals, RFPs, presentation materials, project plans, and other written materials
- Proven ability to define and document business problems and develop solutions
- Excellent analytical, mathematical, and quantitative skills
- Advanced PC skills and thorough knowledge of PC applications, e.g., Excel, Word, databases, E-mail, Internet and payroll and accounting software applications
- Ability to attend events/meetings at other MassTech offices or locations across the state. Events may not be easily accessible by public transportation.
This position requires candidates to be able to work at our Westborough, Massachusetts office at least two days per week. This is not a fully remote position.
The salary range for this position is $110,000 – $130,000 annually, depending on experience and qualifications. Final compensation will be determined based on the candidate’s background, skills, and internal equity.
