Quality assurance engineer - construction

Job Summary The Construction Quality Assurance engineer supervises MBTA quality staff and/or consultants in evaluating the effectiveness of MBTA Capital Delivery, Expansion, Transit Oriented Delivery, and Transformation Projects' construction quality control programs. They will also perform QA audits of proposed resolutions of non-conforming work for appropriateness of quality control and preventative action. Duties & Responsibilities- Assist the Senior Quality Assurance Engineer by assigning quality staff to monitor the contractor/fabricator's application of their quality program Coordinate and participate in the on-site evaluation of contractor/vendor/fabricator implementation of approved quality programs. Review or generate documentation related to those evaluations
- Review results of quality inspections/testing for accuracy, applicability, and actionable items.
- Coordinate the review of quality plans/programs/qualifications as submitted by consultants, contractors, or vendors.
- Participate in the review of design documents as related to compliance with FTA/Code/MBTA/industry standards and best practices.
- Review the proposed resolution of non-conforming work for appropriateness of enhanced quality control and preventative action.
- Develop and maintain standards for quality as related to capital projects.
- Identify trends related to quality. Develop a strategy for measuring, tracking, and reporting trends.
- Provide training related to QA/QC to MBTA staff as well as contractors.
- Participate in quality audits of consultants, contractors, or vendors.
- Complete other special projects as assigned by Director, Deputy Chief, or Chief.
- Respond to each inquiry, whether from a customer, vendor, or co-worker in a professional and courteous manner.
- Adhere to the rules, regulations, collective bargaining agreements, and policies of the Authority including EEO, Anti-Discrimination, Anti-Harassment, and Anti-Retaliation polices
- Perform related duties and project assignments as assigned
- A Bachelor's degree from an accredited institution in Engineering, Construction Management, Architecture, or a related field
- Four (4) years of experience in implementing quality control in the construction of major transit, rail, or infrastructure projects.
- Related experience managing and supervising staff and consultants.
- Formal training/certification in recognized QA/QC programs (NTI, ASQ, NETTCP, Six Sigma).
- Strong written and interpersonal skills; effective organizational, analytical, and multitasking abilities.
- The ability to use the MSOffice suite of applications as well as Database applications.
- The ability to handle sensitive and confidential information in an appropriate manner
- Effectively communicate with customers, employees, contractors, and vendors
- Possess excellent customer service, conflict resolution, time management, communication, presentation, and speaking skills
- Have a valid driver's license
- The ability to work any and all shifts and/or locations as assigned or directed and be available to work twenty-four (24) hours per day, seven (7) days per week
- Ability to supervise and work effectively with a diverse workforce
- Degree concentration in Engineering or Construction Management
- ACI Concrete Transportation Construction Inspector Certification
- ASQ Certified Quality Inspector (or higher)
- Familiarity with Industry standard Project management Information Systems such as Trimble Unity Construct.
- A master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.
- Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
- Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
- Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
- Ability to provide internal and external customers with courteous and professional experiences.
- Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
- Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
- Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.

- Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including physical examination and drug and alcohol screenings.
- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
