Deputy Director, Long Term Services and Supports (LTSS) Institutional Programs

The MassHealth Office of Long Term Services and Supports (OLTSS) is responsible for managing a robust system of supports for members of all ages who need services to live with independence and dignity in their daily lives, participate in their communities, and improve their overall quality of life. These services and supports may be provided in the home; in residential, day, and other community-based settings; or in certain facility-based settings, such as nursing facilities and chronic disease rehabilitation hospitals.

The Deputy Director of Institutional Programs is responsible for the administration of the Nursing Facility and Chronic Disease Rehabilitation Hospital (CDRH) programs. Currently, MassHealth serves approximately 30,000 members in nursing facilities and 11,000 members in inpatient and outpatient chronic disease rehabilitation hospitals, at a cost of more than $2 billion annually. Administration of these large programs includes, but is not limited to, budget and financial management requiring analytical and regulatory expertise; negotiations with providers, vendors, and other governmental agencies; public stakeholder and advocacy engagement; development of policy recommendations; and coordination with internal and external partners to ensure the seamless operation of nursing facilities and CDRHs across the Commonwealth. These partners include the Department of Public Health, the Executive Office of Aging and Independence, the Department of Developmental Services, the Department of Mental Health, For Health Consulting, Optum, and multiple provider associations.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provide strategic leadership and day-to-day oversight for the two institutional programs.
  • Lead the development, administration, and continuous improvement of key tools, programs, and initiatives, including PASRR portal development and enforcement of PASRR requirements, the nursing facility ownership data portal, the nursing facility rate-setting model, and specialty programs for members receiving nursing facility services, including behavioral health programs.
  • Ensure coordination and alignment across MassHealth units, sister agencies, and vendors, including MMIS, Claims, IT, OLTSS, CHIA, the Department of Public Health, the Executive Office of Elder Affairs, and other contracted partners.
  • Direct program integrity activities, including the implementation of sanctions and corrective action plans.
  • Lead provider engagement efforts with institutional providers, including meetings, webinars, and coordinated communications with provider associations such as MSCA, LeadingAge, MHA, and MARCH.
  • Develop and oversee special contracts between MassHealth and specialized nursing facilities and CDRHs, as well as Interdepartmental Service Agreements with state and quasi-state agencies.
  • Advise the Director of Institutional Programs, the Chief of OLTSS, and other agency leadership on policy, programmatic, and implementation strategies.
  • Lead regulatory and sub-regulatory development, revision, and promulgation.
  • Oversee administration of the state’s nursing facility provider tax (user fee) program.

Preferred Qualifications:

  • Excellent analytical, interpersonal, project management, negotiation, leadership, problem-solving, and management skills.
  • Significant experience conducting quantitative analysis and presenting information using Excel and PowerPoint.
  • Experience in a health care environment, ideally with an emphasis on institutional fee-for-service programs, including nursing facilities and chronic disease rehabilitation hospitals.
  • Background in health care management, contract management, policy, government, Medicare, and/or Medicaid.
  • Knowledge of the Massachusetts long-term services and supports (LTSS) industry.
  • Knowledge of, and experience with, managed care or accountable care organizations.
  • Ability to interpret and draft complex government regulations and policies.
  • Excellent organizational skills, including the ability to manage time effectively, handle multiple tasks, set priorities, and work under tight time constraints.
  • Strong communication skills; experience with contract drafting and contract management is preferred.
  • Ability and motivation to learn quickly and to work both independently and collaboratively, including establishing and maintaining effective working relationships.
  • Ability to delegate effectively, supervise staff, and support staff in working at the top of their abilities.
  • Passion for public service.
  • Discretion, sensitivity, and professionalism in representing MassHealth.

Qualifications


MINIMUM ENTRANCE REQUIREMENTS:


Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.


Substitutions:


I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.


II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.


III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.


IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.


Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
