Senior Finance Officer
Salary: Senior Finance Officer (2700-63, 3636, j6669) Planning & Development Directory of Community Development AFSCME 2532 $73,138.26 (min) to $78,708.64 (max) annually / 35 hours per week
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supervises the Financial Specialist
Oversees all aspects of fiscal grant management for the CDBG, HOME, ESG.
Prepares monthly reports for the Director, reporting on expenditures, encumbrances, funding commitments and identifying areas of concern, or more frequently as requested.
Coordinates with Community Dev team on Federal programs to meet the programmatic goals for the grant.
Oversee the Financial Specialist in reconciling MUNIS/ IDIS, budget adjustments, gl accounts and auditing functions for Community Dev team.
Serves as the liaison to the Director of Comm Dev for MUNIS and the Auditors office.
Implements annual projections for Community Dev for Budget Director
Verify/ Complete and reply to various vendor Audit request for Community Dev/ HOME/ ESG programs as well as work as a liaison with the City's Independent Auditors for yearly audits.
Maintains up to date IDIS/MUNIS knowledge practice, regulations and requirements, attendance at training programs.
Responsible for meeting all financial reporting in conjunction with Community Dev staff.
Oversees HUD quarterly reports submitted by the Financial Specialist.
Coordinates and controls all financial and accounting functions for Community Dev.
Maintains/update project delivery costs, Program Income in IDIS and MUNIS.
SUPERVISORY RESPONSIBILITIES
Directly supervises the Financial Specialist; carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing, training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's degree in Business Management or Public Administration, with four years of full time professional experience in office management, public administration, business administration or business management. Combination of work experience and education may be substituted for the required degree. Knowledge of grant-based accounting for HUD entitlement programs.
LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Strong communication skills and ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, and diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
