Director of Contracts and Grants

Description and Responsibilities: Open Sky is seeking an experienced financial professional with multi-disciplinary leadership to fulfill the Director of Contracts and Grants position. Under the supervision of the Vice President of Finance, the Director of Contracts and Grants will have primary responsibility for all pre and post contract award administration activities and play a critical role in a a constantly evolving contract management infrastructure. The Director of Contracts and Grants will have a degree of initiative and result-orientation, an ability to deal effectively with challenging situations and possess the ability to interpret and administer a variety of regulations, policies, agreements, and award documents to determine allowable expenditures, payment provisions, and financial reporting requirements. Additionally, the position will work closely with the Chief Financial and Operating Officer, as well as leaders across the organization, helping them understand their contracts, metrics, and drivers. Other Key Responsibilities: - Support the Draft responses to contract bids, negotiations, and proposals. Manage the contract life-cycle (extension, close-out, or renewal of contracts) for MOU's, and sub-contracts.
- Manage documents and deadlines, staff mapping and tracking results, working with program teams to ensure funds are fully spent appropriately, and ensure timely submission of financial reporting to funders.

- Work closely with the VP of Accounting & Financial Reporting to ensure revenues are properly documented, tracked, and reported.
- Collaborate with state funding partner a well as manage and support State billing portals such as the EIM system.

Qualifications: - Bachelor's degree in accounting, finance or equivalent level of education and experience, required.
- Five to seven years' experience in finance, grants, contracts management and staff management, required.
- Experience leading cross-departmental, multi-disciplinary teams, including functions such as human resources, payroll, benefits, insurance, IT and other related functions, required.
- Experience and expertise in data & analytics, required.
- Excellent communication, leadership, and team management skills, required.
- General understanding of Generally Accepted Accounting Principles (GAAP); knowledge of Uniform Financial Reporting (UFR) a plus.
