Manager of Budgeting, Government Contracts & Compliance

Jewish Family & Children’s Service (JF&CS) is seeking a Manager of Budgeting, Government Contracts & Compliance to join our leadership team and play a critical role in overseeing the financial and compliance infrastructure that supports our $32 million organization.
JF&CS operates with a diversified revenue model that includes federal and state government funding, private fee‑for‑service work, and individual and institutional philanthropy. In this role, you will lead budgeting, financial monitoring, forecasting, compliance, and audit‑related activities across this mix of funding sources. You’ll also have primary responsibility for a substantial portfolio of government contracts—overseeing the full lifecycle of these contracts, and the many relationships they entail. Reporting to the Chief Financial Officer, the Manager is an individual contributor key partner to program leaders and funders, ensuring strong fiscal oversight, regulatory compliance, and effective stewardship of resources that advance JF&CS’s mission.
Key Responsibilities
Government Contracts & Agency Relations
- Provide strategic and hands‑on leadership for all federal and state government contracts, managing a portfolio of approximately 50 contracts,
- Oversee the full contract lifecycle from budget development and negotiation through billing, reporting, and close‑out.
- Serve as the primary liaison with government funding agencies, building and maintaining strong, professional relationships.
- Negotiate contract budgets and terms, ensure timely and accurate invoicing, monitor receivables, and track spending against approved budgets to ensure financial integrity and compliance.
Compliance, Reporting & Audits
- Lead all contract‑related compliance and reporting activities to ensure adherence to regulatory requirements, including Uniform Guidance and Massachusetts Uniform Financial Reporting standards.
- Prepare and submit all required financial and compliance reports to funding agencies and partner organizations.
- Coordinate and lead government contract audits and monitoring reviews, working closely with internal teams, external auditors, and government agencies to ensure transparency, accountability, and successful outcomes.
Budgeting, Forecasting & Financial Planning
- Lead agency‑wide budgeting, financial monitoring, and forecasting processes in collaboration with the CFO.
- Partner closely with program directors to develop, monitor, and adjust budgets across government‑funded, fee‑for‑service, and philanthropic programs.
- Provide clear financial analysis and insight to support decision‑making across a wide range of programs, service models, and funding streams.
- Build strong, trusting relationships with program leaders across the agency, adapting to different working styles while promoting shared ownership of financial outcomes.
Proposal Development & Strategic Support
- Support program staff in responding to Requests for Responses (RFRs) from government and non‑government funders.
- Serve as a thoughtful financial partner in proposal development, helping program leaders consider program design, compliance requirements, sustainability, and risk.
- Develop realistic, compliant, and strategically sound budgets that align with program goals and organizational priorities.
Cross‑Agency Collaboration
- Work collaboratively across the organization to translate complex financial and regulatory requirements into clear, practical guidance for program and administrative staff.
- Contribute to a culture of learning, accountability, and continuous improvement by supporting teams in understanding funding requirements, financial expectations, and best practices.
Qualifications
- Minimum of 8–10 years of related experience in nonprofit finance, government contracts, compliance, or a closely related field.
- Demonstrated expertise in federal and state government grants and contracts, including budgeting, billing, reporting, and audits.
- Strong knowledge of Uniform Guidance and Massachusetts Uniform Financial Reporting requirements.
- Solid accounting foundation combined with excellent financial planning and analytical skills.
- Exceptional interpersonal and communication skills, with the ability to build trust and collaborate effectively across a wide range of programs and personality styles.
- Strong organizational skills with the ability to manage multiple priorities and meet tight deadlines in a complex, deadline‑driven environment.
