Health Policy Analyst, Provider Finance Pricing Team

Join us at CHIA and be a driving force in health policy impact! CHIA is seeking a Health Policy Analyst or Senior Health Policy Analyst to provide hands-on contributions in the development and implementation of data-driven pricing policy within the Provider Finance Pricing team.
As a Health Policy Analyst at CHIA, you will have the opportunity to:
- Put Data into Action: Conduct analyses of health care costs, service utilization, and other data sources that support the lifecycle of pricing policy development. In this role, you will help shape the payment rates made to health care providers by state agencies, including the Commonwealth’s Medicaid program (MassHealth).
- Innovate and Improve: Bring your creativity and critical thinking skills to designing and updating data collection tools, reviewing and validating data submissions, and identifying best practices. You will also participate in cross-unit workgroups to enhance data management and analysis approaches and implement quality assurance protocols to ensure accurate data and results.
- Lead and Collaborate: Coordinate regulation kick-off and project meetings, conduct analyses and develop rate models, draft memos, and deliver results to senior leadership at other state agencies. Play a critical role as a liaison between CHIA, MassHealth, and other Executive Office of Health and Human Services agencies, attend public hearings, and regularly engage with stakeholders in the Commonwealth’s health care industry.
Here are the important qualifications we are looking for:
- Educational Foundation: Possess a bachelor’s degree in public policy, public health, health care policy and management, business administration, finance, accounting or a similar quantitative field. A graduate degree in any of the above is preferred.
- Data Strategist: Showcase your strong data management skills, including the ability to manipulate, organize, and analyze different datasets. Proficiency in analysis and management of financial, statistical, demographic, and clinical data primarily utilizing Excel, as well as statistical software programs such as R, will enable you to support health care policy decision-making.
- Specialized Expertise: Bring at least three years of professional experience, focusing on business administration, finance, accounting, health care planning or administration, public health policy or administration, economics, or a similar field. Working knowledge of the Massachusetts health care system and ability to read and interpret financial statements, P&L’s and cost reports is preferred.
- Effective Communication and Organization: Demonstrate excellent written and verbal communication skills, with an ability to engage and foster collaboration with stakeholders and articulate complex findings clearly and persuasively to technical and non-technical audiences. Manage your workload to simultaneously advance several projects with overlapping deadlines and work effectively both independently and in a team environment.

Analyst II: Applicant must have at least (A) three years of full-time, or equivalent part-time professional experience in business administration, finance, accounting, health care planning or administration, public health policy or administration, human services policy analyses or administration, economics, or a similar field; or (B) any equivalent combination of the required experience and the substitutions below.

Total Compensation:
We value the talent and expertise you bring to the table. We offer a competitive salary range of $62,782.98 - $120,508.44 annually for this position. Salary is commensurate with experience. CHIA may adjust title, responsibilities, and salary depending on the experience and expertise of the individual selected.

The full salary bands:
Analyst I/ RSA I, Grade 9: $64,038.52 - $91,473.20 annually.
Analyst II/ RSA II, Grade 12 : $73,615.88 - $106,401.62 annually.
Analyst II/ RSA III, Grade 15 : $84,445.40 - $122,918.64 annually.
