Position Title: Conservation Commission Member (1000-J#1049, 4042)
Duration of Term: Three Years
Meetings: The Conservation Commission meets in the City Council Chamber at City Hall on the 2nd and 4th Wednesday of each month at 7:00 PM. Meetings may also be held by remote participation with Zoom
SUMMARY
The Conservation Commission is composed of seven (7) residents of Lowell appointed by the City Manager to serve three-year terms. Annually, the Commissioners elect a chair, vice-chair, and others officers. The Conservation Commission is responsible for overseeing the protection of wetlands, riverbanks, and wildlife as defined by the Massachusetts Wetlands Protection Act and City Wetlands Ordinance (Ch. 280, Sec. 1-13). Projects either directly in a resource area (ex. floodplain) or within a certain distance of a resource area (ex. within 100 feet of wetlands) can be subject to Commission review. The level of review from the Commission generally varies upon the size and scale of the proposed project, as well as the affected resource area. The Commission promotes the preservation and enhancement of Lowell's natural and built environment by protecting open spaces, wetlands, and other natural areas of the city.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Attend Regular Commission Meeting held on the 2nd and 4th Wednesday of every month at 7:00PM (meetings are approximately 1-4 hours)
Attend variable Special Meetings (approximately 1-4 hours)
Attend variable Site Visits, Trainings, etc. (approximately 1-10 hours)
Administering the Massachusetts Wetlands Protection Act (310 CMR 10.0) and the LowellWetlands Ordinance by:
Reviewing, permitting, and inspecting projects in or adjacent to Lowell’s rivers, canals,wetlands, floodplains, and other waterbodies.
Issuing enforcement orders to halt unpermitted projects and harmful activities that occur injurisdictional areas.
Contributing to implementing the Massachusetts Storm water Management Policy andStandards.
