Job Description

Primary Purpose:

Responsible for meeting objectives established by the Commissioner and/or Utilities Director. Has operational
responsibility for primarily the sewer system, and secondarily the water system and storm drain systems,
including directing and coordinating all related field operations short term planning and supervision of
construction and installation projects and maintenance activities.

Essential Functions:

  • Directly responsible for the proper and safe operation and maintenance of sewer collection system in accordance with established local, state, and federal laws, ordinances, rules, and regulations governing the supply of drinking water.
  • Responsible for the proper operation and maintenance of sewage collection and pumping facilities in accordance with all federal, state, and local laws, ordinances, rules, and regulations.
  • Responsible for the daily work assignments for labor, equipment and materials needed to construct, install, repair, maintain, and test the City’s potable water supply, sewer and drain systems.
  • Responsible for determining construction methods necessary to carry out work schedules/projects.
  • Supervises the operation/maintenance and repair of the water pumping booster stations, the sewage pumping stations and drainage lift stations.
  • Supervises and maintains the daily work records and reports, including, but not limited to, the operation of a computer-based Sewer and Water Management Information Systems and the associated inventory control system.
  • Responsible for ensuring that required records and reports are accurate, legible, complete, and submitted on time.
  • Reviews all estimates for installations or renewals of water service connections, construction of new or replacement connections to the City’s sanitary sewer or drainage system.
  • Directs the efforts of Assistant Superintendents and supervises daily work progress.
  • Assists in the long-range planning for the repair and maintenance of the City’s underground infrastructure.
  • Responsible for reviewing vehicle inspection reports for all equipment assigned to the division and for ensuring that vehicles and equipment in need of repair and maintenance are sent to the Equipment Division in a timely manner.
  • Responsible for making regular rounds of Division projects, ensuring compliance with departmental procedures and practices, and to provide technical advice to the Assistant Superintendents.
  • Responsible for the safety program within the division and for investigating and completing all accident reports for the division.
  • Responsible for implementing departmental operating procedures and policies.
  • Responsible for meeting objectives within budget limitations.
  • Responsible for identifying and providing necessary job training needs of personnel in the Division.
  • Responsible for personnel relations and taking required disciplinary action when necessary.
  • Prepares reports for the Law Department related to liability claims.
  • Interfaces with the public and with other city departments on a regular basis and acts in a problem solving capacity and as an information conduit on an as needed basis.
  • Responsible for snow and ice removal as directed by the Public Works Commissioner.
  • Performs other duties of a supervisory or management nature as required


Minimum Entrance Qualifications:

Education, Training and Experience: B.S. in Civil Engineering, Construction Management or a related field, and a minimum of 5 years’ experience in the construction industry or Public Works in increasingly responsible positions, or an A.S. or equivalent educational background in Civil Engineering or Construction Management and a minimum of 10 years’ experience in increasingly responsible positions in the construction industry or Public Works.

Knowledge, Ability and Skill: Required:

  • Grade IV Drinking Water Supply Facilities Operator
  • License/Distribution from the Mass. Board of Registration
  • Grade III Wastewater Operators License issued by the Massachusetts Board of Certification
  • Motor Vehicle Operators license
  • Computer experience
  • Good written and oral communications skills
